Overall Objective To integrate disadvantaged young people into employment, vocational training or education in their home country by improving their skills, knowledge and experience through traineeships in other EU countries

Target Group Disadvantaged young people aged (35) not in employment, education or training (NEET) who are considered to be vulnerable with regard to their chances of accessing work or training for several individual or structural reasons, such as long-term unemployment, deficient school performance/vocational skills, migration background etc.

Added Value of the Programme
Transnational cooperation on participant’s level, make Europe’s advantages visible particularly for disadvantaged persons and allow them to experience the benefits of Europe first hand; Capitalizing on experiences/results of ongoing mobility programmes for disadvantaged young people in 8 Member States/regions; Can be implemented within the framework of current Operational Programmes in the Member States.

Added Value for Participants
Increase of.. Personal competence: self-motivation, independence, self-esteem, self-confidence Social competence: ability to deal with conflicts and capacity for teamwork Opportunities on the labour-market: openness towards mobility, practical professional experience Active labour-market action: flexibility, own initiative on job applications

Programme Cycle Calls for transnational mobility programmes launched on national/ regional level in a common window; Applications submitted on national/regional level for sending participants abroad; Operational partnership with at least one transnational partner; Sending projects also hosting youngsters from abroad (reciprocity principle), costs for hosting will be covered by sending organisation in the partner country; Sending project operators signing grant agreement are responsible also for the quality of services delivered by the host organization.

Project Structure and Components
Project set-up Participant Recruitment, Selection and Preparation identify people who with the right support will benefit from participation in terms of integration into education, vocational training and employment Learning/development plans; intercultural, language, professional + practical preparation; mentoring Stay abroad (participant groups of 8-12) Support programme for developing non-formal skills and competences, language course, mentoring Follow-up Working out and recording participants‘ progress, preparing employers tp provide employment for participants

General Success Factors/ Requirements
Active involvement of enterprises and job centres/ public employment agencies in the project (regional cooperation network); Dual competence of project operators (target group and transnational collaboration) Transnational project to be an integral part of the local or regional labour-market integration policy of job centres / public employment agencies Transfer allowances for participants are continued to be paid Pedagogical support for participants before, during and after the stay abroad Reimbursement of participant-related costs for mobility and the organisational services of the partner organisation).

Successful Transnational Cooperation: Key Elements
Getting to know each other (organisation, aims and objectives, target group/s, etc.) Developing an atmosphere of trust as a basis for the partnership Clarifying expectations (aims and objectives of the mobility programme, expectations of each partner, competences, etc.) Developing a common view about the stay abroad/the project Clarifying the way of working together and steering of the process, e.g. working language, communication process, number of working meetings, measures for conflict resolution, delivery requirements, etc. Clarifying task and responsibilities of each partner – involvement of staff and responsibilities shall be made transparent Meetings face-to face

Partners from 15 Member States and Regions funded by EU COM/DG EMPL ( €) and national and regional budgets Commitment of all partners to realise transnational mobility measures in the ESF funding period Kick off in February 2013 TASK Coordinated Call as a voluntary coordinated transnational framework for national and regional ESF action on youth mobility to: - foster high QUALITY of transnational mobility projects - provide a coordinated framework for transnational collaboration on the level of PROGRAMME MANAGEMENT

TLN Mobility: Implementing the Coordinated Call
Launch of national and regional calls within TLN Mobility MS/Regions so far… Calls have been launched in Basque Country, Catalunia, Galicia, Czech Republic, Germany, Poland, Sweden and Trento Further calls foreseen for Andalusia, Italy Total ESF/YEI budget allocated for transnational mobility for NEETs in the ESF funding period in TLN Mobility Member States and regions: approx. 120 Mio EUR (as-of March 2017)
