Shared-Use Nonmotorized (SUN) Trail Program
Florida Department of TRANSPORTATION Shared-Use Nonmotorized (SUN) Trail Program Administration of the SUN Trail Program is by Systems Planning, FDOT Central Office. Like SIS, the SUN Trail Network are the most strategic facilities. In addition to the statewide SUN Trail Program Manager, there is at least one Trail Coordinator in each of FDOTs seven Districts and the Turnpike Enterprise. Serving as the respective District’s primary point-of-contact, the Trail Coordinators assist with planning and evaluating projects. Robin works with internal and external stakeholders to implement the SUN Trail Network and provide input for other trails developed by FDOT. Shared-Use Nonmotorized (SUN) Trail Program

To develop a statewide system of paved non-motorized trails as a component of the Florida Greenways and Trails System (FGTS) $25 million annually funded from new vehicle tag revenues Legislation approved in both 2014 and 2015 codifies the Department’s role in the advancement of paved multiuse trails; $25 million annually to SUN Trail Network from the redistribution of new vehicle tag revenues; 2015 Legislation: SUN Trail provided the funding Excludes: sidewalks; loop trails wholly within a single park or natural area; water trails; the Florida National Scenic Trail; and On-road facilities except: Segments less than a ½ mile connecting two or more non-motorized trails; or on-road components of FKOSHT. 2014 Trail Legislation: (4), FS: set the stage but didn’t include funding Directed DOT to give funding priority to trail projects identified by the FL Greenways & Trails Council as a priority within the Florida Greenways and Trails System, closes gaps, national/statewide/regional importance, & operated/maintained by an entity other that FDOT. The FGTS Plan establishes Florida’s vision for a statewide trail network Not one funding source will implement all trail needs. The projects being considered were received during the 2016 solicitation period. Programmatic Framework: SUN Trail Statewide Network
Florida Greenways and Trails System Plan’s Priority Land Trail Network is the starting point for determining eligibility through the SUN Trail program Like SIS facilities, not all trails are part of this system. Instead, they are the most strategic for connectivity. Multiple funding sources exist for the development of trails from federal, state, local and private sources. SUN Trail is just one of these programs. Florida Greenways and Trails System Plan Land Trail Priority Map, with natural trails sections removed. Funding Structure Top Regional Trail System Coast-to-Coast Trail Connector (selected December 2015 meeting) Solicitation Period/Project Proposal – Request for Funding Systems identified by the Florida Greenways and Trails Council (FDEP) Second Regional Trail System St. Johns River-to-Sea Loop (selected March 2016 meeting) Solicitation Period/Project Proposal – Request for Funding SUN Trail Eligible (Priority Land Trails Network) DOT will program allocations from the State Transportation Trust Fund (STTF) for the SUN Trail Network through a Two Tier Structure: Prioritized Regional Systems paved multi-use trail systems: Manageable: achievable within a reasonable timeframe Regional systems selected by the Florida Greenways and Trails Council Chapter 260, F.S. established the 21 member Florida Greenways and Trails Council (FGTC) to advise FDEP… FGTC selected Coast-to-Coast as the Top Regional System Dec. 2015 Regional Criteria adopted Jan by FGTC. FGTC met on Feb. 29 selected seven Regional Systems for further analysis FGTC met on March 31 to evaluate and prioritize the other Regional Systems; ultimately they selected the 2nd system St. Johns River to the Sea Loop prioritized Individual Trails segments that help close gaps and complete trail systems. Individual Trail Selection Criteria and Eligibility Criteria outside of those Regional Systems… allocation of statewide equity while implementing statewide/regionally significant projects Funding: approximately allocated in 1/3 for each category over the period of the 5-year work program. The Request for Funding tools are online from the FloridaSunTrail.com website select “Program Guidance” Provide one complete hard copy and one complete electronic copy of the complete proposal for each eligible Regional or Individual Trail project with applicable information, including the prioritization and required signatures. Due to the District Trail Coordinator by 5pm, EST, December 15, 2017. Required Eligibility Criteria
Location within the SUN Trail network, to be developed as a paved trail Prioritized by the applicable jurisdiction(s) If the project is within a boundary of the Metropolitan Planning Organization/Transportation Planning Organization (MPO), it must be a MPO priority; For areas outside of MPO boundaries, the project must be a priority of the county (inclusive of their municipalities), tribal government, federal or state agency. A non-FDOT governmental entity is formally committed to the operation and maintenance of the project (long-term trail manager) Consistent with the applicable comprehensive plan(s), transportation plan(s), or long-term management plan(s) 9 9 Florida Department of Transportation 9 9 9

Evaluation, Prioritization and Selection of Projects
We are working through the SUN Trail funding (TLWR) scenarios for the annual revision to the tentative work program (TWP) and to bring in new projects through fiscal year 2023. The projects being considered were received during the 2016 solicitation period. Preliminary Tentative Work Program Development
Development of the Preliminary Tentative Work Program is underway for Projects through Fiscal Year 2022/2023 From the solicitation that closed June 20, 2016 Identification of additional funding (subject to approval) for Projects in Rural Areas of Opportunity (RAO) Projects in: Bradford, Wakulla, Union counties = $11,845,514 Preliminary Tentative Work Program (through Fiscal Year 2023) FDOT development of the proposed list of projects SUN Trail funding is underway based on submittals from 2016 solicitation period; WP Public Hearings: through Oct. 31, 2017; Dec. 22, 2017: Preliminary Tentative WP submitted to EOG, Legislature, FTC, DEO; Jan. 9, 2018: Legislature Convenes Jan. 23, 2018: Final TWP delivered to EOG, Legislature, FTC, DEO March 9, 2018: Legislative Session Ends July 1, 2018: Tentative WP becomes adopted. *An allocation to one project phase is not a guarantee of commitment to allocations for future project phases. 11 11 Florida Department of Transportation 11
