What he means…
Is that rather than it being immigrants are taking American jobs, it is actually more like Americans and immigrants are arguing on which jobs each of them want.
That when Americans work jobs, they actually end up having to pay more than immigrants do.

What she means by this is that the concept of “Immigrants take American jobs” is a statement that is only used as an excuse to justify the need for restrictive laws against immigration.
