Interstate Premier League Information

History of the Interstate Premier League Started in the Summer of 2015 at the request of Arkansas to assist their western Ark Teams with an avenue to have competition and reduced travel. The concept was to develop a cross state competitive league format for the Under 11 – Under 19 age groups for boys and girls. Oklahoma’s current target group are for the OPL Silver/Gold levels. Play format for the fall season included two play dates in Arkansas ( Fort Smith & Fayetteville) and two in Oklahoma (Indian Springs Complex). Dates were Sept 12 - Tulsa, Sept 26 – Ark, Oct 17 –Tulsa, Oct 31 Ark. Dates selected to match travel with Juniors program with clubs participating in both. Clubs that participated in majority of age groups: Ark – Ft. Smith Express, Comets SC, Sporting Ark. OK – WSA, TSCH, NEOFC Opportunity to play different competition and also player development since pressure to win has been removed. Allows player to get more play time that don’t in league competition. Cost: $ Registration fee, Oklahoma absorbed the initial fee, Referee fees paid on field by hosting team (Oklahoma or Arkansas).

Who Clubs from Oklahoma, Arkansas, Missouri & Kansas will be participating Format 5 dates will be scheduled – teams will sign up for a minimum of 3 dates, may sign up for all 5 dates. One date will be in each state ie – Tulsa, Joplin, Fort Smith. Idea is to reduce travel and overnight expense. Dates September 10 & 11 - Conway, AR, Centennial Park up to 3 Games September 17 - Tulsa, OK, Indian Springs up to 2 games October 1 - Springfield, MO, TBA up to 2 games October 1 T - Texarkana, AR, TBA up to 2 games October 15 - Fort Smith, AR, Ben Geren Park up to 2 games October 15 - Springdale, AR, Brunner & Lay up to 2 games October 29 - Oklahoma City, OK, TBA up to 2 games October 29 - Memphis, TN, TBA up to 2 games November 5 - Rain-out, TBA up to 2 games November 6 - Rain-out, TBA up to 2 games Cost League registration is $125.00, referee fees paid at field with each team sharing ½ fee. Academy/Junior - Age group format will be offered with all four states for U9 – U10.

Basic Play Policies Fall/Spring 2016-17
Game Cards & Rosters: The Gotsoccer game card will be used and will also serve as each team roster for the referee. Club Wide Player Passes: Teams will maintain the NCS continuity of 9 players, clubs can add players up to roster size by CCP – players added onto your game card. Player Passes: All players will be required to have their player’s pass at the field in order to participate. Playing Format: Under 11 & 12 teams will play in a 9 vs 9 format. Under teams will play in an 11 vs 11 format. Under 9 & 10 teams will play in a 7 v 7 format. Playing Rules: Oklahoma OPL rules as a base: Substitutions – unlimited and at the standard USSF opportunities. U11 & U12 – will play 30 min halves with a size 4 ball. All games can end in a tie with no overtime to be played. Referee Fees: Teams will pay the referees cash (no checks) at the field before the start of the game Contacts: The Club representative is their DOC who will work through OSA.
