3 Project Purpose & Need Purpose 1of 2:
To reduce congestion and improve safety along NH 102 from I-93 easterly through downtown Derry. Needs: Traffic is diverting to local road network to avoid NH 102 backups Several Exit 4-area intersections projected to operate or near capacity in 2040, as well as the Exit 4 southbound off-ramp (Ignore congestion at Exit 4 on the graphic as the interchange is under construction) Exit 4 Traffic Conditions Green = Free Flow Traffic Orange = Slow Moving Traffic Red = Stop/Go Traffic Wednesday, January 24, 2018 AM

4 Project Purpose & Need Purpose 2 of 2:
To promote economic vitality in the Derry/Londonderry area. Needs: Heavy through-traffic in downtown Derry inhibits pedestrian appeal and business access Inadequate interstate access to the east of I-93 for commercial and industrially zoned lands in both Derry and Londonderry

5 Current Project Status
In the process of completing the Supplemental Draft Environmental Impact Statement (SDEIS) Five Build Alternatives from 2007 DEIS have been reassessed based on updated information (current base mapping, 2040 traffic projections, anticipated 2040 land development and socio-economic conditions, full 8- lane buildout of I-93, etc.) Alternative A has been re-affirmed as the Preferred Alternative

Diamond shape with on and off ramps north and south Connection to the east only Connector Road will tie in at North High Street/Folsom Road Improvements to local roads and intersections along Folsom Road and Tsienneto Road east to NH 102 (Gap sections eliminated) Total length: approximately 3 miles

Acquisitions: 12 Residences, 5 business units (involving 25 businesses) Construction Cost: Approximately $41 M Transmission Line Relocation Cost: Approximately $850,000 Wetland Mitigation, Right-of-Way, Preliminary and Construction Engineering Cost: To be determined State of NH Approved 2019 Ten Year Transportation Plan has budgeted approximately $56.6 M of total project funding.

11 Section 106 Consulting Parties
Section 106 of the National Historic Preservation Act requires federal agencies to consider effects on historic properties. Consulting parties in the Section 106 process may include the State Historic Preservation Officer, Tribes, local governments, local historic preservation groups, local property owners, and others with a demonstrated interest in the project. Consulting parties actively participate in an advisory capacity, in the Section review process. 14 DESIGN-BUILD VS DESIGN-BID-BUILD
Design-Bid-Build (D-B-B) Project delivery in which NHDOT completes final design, obtains environmental clearance, acquires ROW & Utility relocations, prepares Contact Plans and Contract Specifications for construction NHDOT solicits for Design team for design and preparation of contract documents NHDOT acquires necessary Right-of-Way (ROW), clears utility relocations and develops project construction sequencing for advertising NHDOT seeks bids from qualified construction contractors for the “lowest bid price.” NHDOT provides Quality Control and Quality Assurance throughout project

15 DESIGN-BUILD VS DESIGN-BID-BUILD
Design-Build (D-B) Project delivery in which one qualified entity consisting of contractor and designer works under single contract with NHDOT to provide final design and construction services through a unified flow of work for implementation of the “technical base concept” as approved through NEPA. Design-Build selection based upon RFQ and RFP solicitation with scoring of technical proposal through best value. Design-Build team provides Quality Control with NHDOT administering independent Quality Assurance oversight for design, Right-of-Way acquisition and construction. NHDOT provides sequential approval for construction project(s) based upon earlier project clearance for design, ROW clearance and contract provisions.

Procurement Process Allowed Through Authority Under RSA 228:4 (State Transportation Projects) Projects Over $25M need to be demonstrate benefits Design-Build results in benefits to State more than Conventional Process (D-B-B) Requires Design-Build Procurement Public Hearing Hearing Date on July 25, 2018 Requires 30-day Comment Period Following Public Hearing Comment Period will close at end of business day on August 27, 2018 Submission to Governor and Executive Council (G&C) for Approval to Use Design-Build Procurement Anticipate G&C Resolution to be presented at October Meeting Department Reports to Captial Budget Overview Committee within 90 days of Project Completion
