In order to form a more perfect union Establish justice Ensure domestic tranquility Provide for the common defense Promote the general welfare And secure the blessings of liberty to ourselves and our posterity Do ordain and establish this Constitution for the United States of America

Popular Sovereignty “people rule” Government gets its power from the people (aka “consent of the governed”) Limited Government/Rule of Law citizens are governed by the law and institutions, not individuals. The law supersedes all else and is intended to be constant, predictable, and just. Restraining the power of the national government like Magna Carta, English Bill of Rights in England
