2013: USAFRICOM combines program efforts forming the Disaster Preparedness Program NORTHERN AFRICA Egypt Morocco : DoD partners with USAID in pandemic preparedness programming in Africa WESTERN AFRICA Benin Burkina Faso Ghana Liberia Mali Nigeria Togo Senegal 2008 2012 2013 2014 2015 2009: USAFRICOM, with concurrence of USAID/OFDA, develops disaster preparedness program in support of African Partner Nations EASTERN AFRICA Burundi Ethiopia Kenya Rwanda Tanzania/Zanzibar Uganda Strategic Objectives: Assist Partner Nations in preparing and responding to crisis Strengthen defense capabilities to support civil-military disaster management and emergency response Enhance civil-military coordination in disaster preparedness and response The new DPP activity will focus on bringing West African countries up to a basic level of preparedness for disaster management, including natural disasters and pandemic outbreaks. The core of DPP promotes effective, whole-of-government response to disasters, strengthening the capabilities of the national disaster management agency to coordinate the government’s preparations and response to national disasters and supports other ministries’ efforts when they have primary responsibility for a certain type of disaster. The DPP works with lead government representatives to ensure whole-of-government response and inclusion of all key stakeholders. Focus on disaster management preparedness Promote effective, whole-of-government response to disasters, strengthening the capabilities of the national disaster management agency Work with lead government representatives to ensure inclusion of all key stakeholders. In particular, assist the Ministry of Defense and the armed forces to define their role in support of civilian ministries The new DPP activity will focus on bringing West African countries up to a basic level of preparedness for disaster management, including natural disasters and pandemic outbreaks. Define roles of different government stakeholders, gain consensus, and establish standard operating procedures While the principles of the overall program have not changed, the methodology has changed for 2015. Led by ECOWAS Governments invited to the Kofi Annan Center in Accra, Ghana, Experience to be tailored to the needs of each country with regard to a standard capability package In-country follow-up assistance intended Concentrated engagement with Gov’t of Liberia, in parallel with program in Accra, Ghana DPP will consult and coordinate with inter-agency partners to help define the countries’ needs and coordinate the timing and content of assistance The DPP helps define the roles of the different government stakeholders, gain consensus on those roles, and establish standard operating procedures based on those defined roles. While the principles of the overall program have not changed (country led, whole-of-government, working with those institutions identified and prioritized by the host government), the method has changed. This activity will be led by ECOWAS, who will invite governments to partake in trainings to take place at the Kofi Annan Center in Accra, Ghana, tailored to the needs of the country with regard to a standard capability package. ECOWAS will have overall responsibility to manage the training courses. Once the training has occurred, in-country follow-up assistance will take place. DPP will coordinate closely with inter-agency partners in country from the outset, in order to help define the countries’ needs and coordinate the timing and content of the trainings and assistance.

Program Approach Align with “U.S. Government Ebola Virus Disease Preparedness Guidance/Strategy for At-Risk Countries”, led by USAID Engage Economic Community of West African States (ECOWAS) to promote regional coordination and cooperation Provide country specific modules at the Kofi Annan International Peacekeeping Training Center in Accra, Ghana Provide additional in-country technical assistance and training to Partner Nations Concentrated engagement with Liberia at KAIPTC and in- country Align with “U.S. Government Ebola Virus Disease Preparedness Guidance/Strategy for At-Risk Countries”, led by USAID. Engage Economic Community of West African States (ECOWAS) to promote regional coordination and cooperation. Provide country specific modules at the Kofi Annan International Peacekeeping Training Center in Accra, Ghana: Initially via Acquisition and Cross-Servicing Agreements (ACSA), follow on contract. Provide additional in-country technical assistance and training to Partner Nations.

Program Objectives Improve disaster-preparedness, including coordinated emergency management capabilities, of 17 West African countries to respond to all-hazards, including biologic threats Strengthen coordination for effective response among Partner Nations’ ministries and institutions, including the military Strengthen the response coordination role of regional multilateral institutions (Economic Community of West African States)

Program Efforts Disaster Preparedness Program Activities will focus on knowledge-sharing, planning and awareness training applied towards: Public health and disaster management contingency planning Military support to civil authorities for infectious disease crisis response Early warning and bio-surveillance systems Regional and national Emergency Operation Center procedures with integrated one-health bio-surveillance capabilities Incident Command System, infectious disease control, case management Mobile Isolation Unit and “Train the Trainer” instruction Non-health first responder and CBRN response operations Contact tracing and specimen shipping training

Phase 3a: Research/Draft templates for preparedness planning requirements across all PN government ministries and agencies Dates: 1 April – 30 June 2015 Participants: AU, ECOWAS, CDHAM, USAFRICOM Phase 3b: Ebola Preparedness and Response Plan Development and EOC Capacity and Capability Building Goal: Transition to African-led preparedness activities with technical assistance from the USAFRICOM DPP teams Dates: June – November 2015 Location: KAIPTC, Accra, Ghana 2-3 days/country for EOC capacity building; exact dates will be determined Phase 3a: Research/Draft templates for Ebola Plans requirements across all PN government ministries and agencies Goal: Ebola Preparedness and response plan baseline capability analysis of each countries with ECOWAS a) Dates: 1 April – 30 June 2015 b) Location: Virtual c) Participants: AU, ECOWAS, CDHAM, J5 DIB, and J004-SG Phase 3b: Ebola Preparedness and Response Plan Development and EOC Capacity and Capability Building Goal: Transition to African-led Ebola Preparedness activities training with technical assistance from the USAFRICOM DPP teams (J5 DIB, J004-SG, CDHAM, DTRA (CP2, CBEP), DIMO, Components, GEIS/AFHSC, DIB DPP 25 pax team (RFF pending) and others TBD) a) Dates: ~May – September 2015 b) Location: KAIPTC, Accra, Ghana c) Participants: ECOWAS PNs = Ghana, Benin, Senegal, Togo, Burkina Faso, Nigeria, Sierra Leone, Guinea, Mali, Cote d’Ivoire, Cameroon, The Gambia, Guinea-Bissau, Niger, Mauritania, and Chad; CDHAM, and DPP Team (staggered as needed); d) USAFRICOM Organic DPP team & 25 active duty with 5 from each of the sectors (Ops, Health, Comms, Log & Security) for first 60 days; Active Duty team will be reduced to 12 for an additional 30 days. e) 2-3 days/country days for EOC capacity building; exact dates will be determined during Phase 1: ***other train the trainer activities will be added Note: KAIPTC will be responsible for contracting all lodging, travel and interpretation services for the team and PN participants. DOD facilitators, etc… will be funded via DTS.
