COASTAL PROTECTION AND RESTORATION AUTHORITY
Single state entity with authority to articulate a clear statement of priorities to achieve comprehensive coastal protection and restoration for Louisiana. Mandate is to develop, implement, and enforce a comprehensive coastal protection and restoration master plan. Louisiana’s Coastal Protection and Restoration Authority – CPRA – was formed following Hurricanes Katrina and Rita - as the single state entity with the authority to articulate a clear statement of priorities to achieve comprehensive coastal protection for Louisiana. CPRA’s mandate is to develop, implement, and enforce a comprehensive protection and restoration Coastal Master Plan. CPRA Implementation agency was stood up in 2005 and our the first Coastal Master Plan was released in 2007. Since that time, two iterations of the Master Plan have been approved, in 2012 and 2017, both with unanimous bi-partisan legislative support. Total employees 46% hold advanced degrees 57 Scientists 51 Engineers (65% P.E. designation) CPRA’s implementation group is ~164 people in total - driven, focused, committed professionals, who fundamentally push the coastal program as far and as fast as we can. Staff comprised of Engineers, scientists, planners, project managers and operations staff - 46% of total staff hold advanced degrees; 65% of our engineering staff holds P.E. designation; We use science and engineering resources to produce the most efficient and most effective way to get these projects on the ground Engr. Our Budget Projected FY18 Expenditures – Project Phase
In this Fiscal Year: This slide overviews projected expenditures on project construction, engineering and design, planning, ongoing programs and initiatives, and the operation and maintenance of previously constructed projects. Planning = $9.8 million Construction = $383 million ~About #30 projects or 59% E & D = $127 million #42 projects or 20% (significant E & D investment correlates to our preparations for large complex oil spill projects) Operations – only 5% of CPRA expenses– we run a lean organization. Projects in OM & M - #143 aggregate project total; $47 million of constructed projects, $9 m for CRMS, $47 million in marine debris removal and FEMA repair work of projects damaged by Hurricane Isaac.
