The HDA’s OBJECTIVES, ASSISTANCE TO THE PROVINCES, CHALLENGES AND SERVICE DELIVERY

What is the HDA? The HDA is a national public development agency established by an Act of Parliament (Act 23 of 2008). The HDA promotes sustainable communities by making well-located land and buildings available for the development of housing and human settlements. As an organ of state, the HDA is accountable through its Board to the Minister of Human Settlements.

Objectives of the HDA The HDA was established to address land acquisition and assembly so as to accelerate housing delivery and human settlement development. The two main objectives of the Agency are to: Identify, acquire, hold, develop and release well-located land and buildings for human settlements Provide project management support and housing development services

The HDA’s Mandate The HDA’s written mandate as per section 25 of the Act has been signed by the Minister of Human Settlements. The HDA has linked its deliverables/ output to each function as per the Act. The HDA has ensured that its strategic plan is aligned with Outcome 8 and set targets towards ensuring the ‘creation of sustainable human settlements and improved quality of household life’.

How does the HDA work? The service provided by the HDA is negotiated with Provinces and Municipalities and expressed through an Implementation Protocol. The protocols are structured between the HDA and the respective organs of state with a view to ensuring that there is collaboration and alignment for housing development services. Implementation Protocols outline the: framework of cooperation, areas of operational activity (land assembly & project management) institutional and funding arrangements. The HDA collaborates with provinces and municipalities, as well as supplementing their capacity

HDA programmes Intergovernmental Relations & Strategy Alignment
Secure key IGR relationships between the different spheres of government to facilitate and accelerate the development of human settlements, as well as fostering partnerships with identified sector stakeholders, concluding agreements that allow HDA to function effectively. Key targets: Develop and adopt an IGR policy framework Outreach initiatives to improve appreciation of HDA functions & services Collaboration agreements negotiated & concluded with key stakeholders Facilitate alignment of strategies and operation with organs of state Facilitate HDA’s participation key fiscal and planning process

HDA Programmes Land Acquisitions and Management
Coordinates the identification of suitable land and landed property and facilitate its acquisition and/or release for human settlements development. Manages acquired property as well as undertake spatial analysis and provide geo-spatial services Key targets: hectares of public land identified for acquisition 6 000 hectares of private land identified for development 220 development feasibility assessments 6 000 hectares of public land released for human settlements purposes 9 250 hectares of urban public land released to HDA

The signed Delivery Agreement establishes:
Outcome 8: Release of well located public land for low income and affordable housing Release of hectares of well-located public land for low-income and affordable housing The signed Delivery Agreement establishes: Criteria for identification and development of well-located and suitable land Enhanced Framework for the Release of State Land which proposes a seamless and efficient procedure for the release of state-owned land for human settlements development Joint Coordinating Committee comprising NDoHS/ DPW/ DRD&LR/ DPE and HDA

Land Identification and Release
hectares of state land have been identified and formally requested for release from the custodian departments during the 2010 financial year hectares of state land are at various release and disposal stages for human settlements development to the Agency and municipalities hectares of state land have been identified for human settlements development, thus far in the 2011 financial year

Public Land Identification: SOE Land
The HDA has subjected Transnet non-core properties to land identification criteria to test suitability 1 591 properties have been identified as suitable for human settlements development Transnet has been formally approached by the HDA to release 309 properties measuring approximately hectares

Public Land Release: Transnet / Servcon Portfolio
The HDA has acquired two Johannesburg inner-city buildings for social housing development (2 476 m2 and m2) The remainder of the Servcon Property Portfolio measuring approximately hectares will also (subject to National Treasury approval for the discounted purchase price) be transferred to the HDA

Manages projects and programmes aimed at promoting sustainable human settlement development through various capacity and project support services to sector stakeholders. Key targets: Provide capacity support in 9 provinces Provide capacity support in 9 provinces/municipalities to achieve informal settlement upgrading targets Define blocked project assistance and support framework, and emergency housing and support framework Provide technical support to 20 targeted projects Approval of PHDA framework and regulations

Challenges encountered
Limited planning and coordination with respect to physical and social infrastructure Misalignment between fiscal arrangements and the mandate of the Agency. A lack of alignment between provincial human settlements planning and municipalities. This results in human settlements implementation occurring in an uncoordinated and inefficient manner. In some cases, sector role players view the HDA as a private sector service provider, Conclusion of IGR Implementation Protocols with Provinces and Municipalities
