Established in 1992 following introduction of the New Roads & Street Works Act Role….to develop appropriate assessment and training processes to facilitate compliance Membership…..representatives from the major Utilities and Local Authorities Close liaison with the Awarding Bodies and the Street Works Registrar Change is on the way……..

3 Registration – Why Change
Since the introduction of the NRSWA requiring people to be registered, this has been a once only assessment of competence. A registration lasts for 5 years and can be renewed easily by providing a new photograph….together with the correct fee! This creates problems……eg. Changes in the Reinstatement Specification Code of Practice for SLG amended Lack of practice leads to degraded competence

4 Some Method of Re-Assessment
Options are….. Full re-assessment including practical and theory Knowledge based re-assessment Do nothing! Knowledge based assessment agreed Piloted in 2004 across a number of centres Need for refresher training Awarding Bodies could launch later this year

5 Implementation Need for amendment to Legislation to require re- assessment and to bring Unit 2 (SLG) into the categories requiring registration Regulatory Impact Assessment will follow Earliest date for launch likely to be Jan 2006 Communication programme planned to ensure all those affected are aware of the new scheme Proposal to provide a window of six months (3+3 on either side of expiry)
