Council Budget Motion (approved) of 21/1/16 “Continue to work with partner agencies to co-produce, maximise outputs and deliver the highest quality integrated services” “As part of the drive towards greater partnership working we instruct the Chief Executive to prepare a report for the March 2016 Finance and Resources Committee on the benefits, outcomes, management and improved transparency of various funding streams including grants, co-production and contracts for the voluntary sector“

Council Budget Motion (approved) of 21/1/16 Developing proposals: reinforce investment to deliver service user and community outcomes; refresh the Council’s Procurement Strategy to reflect grant and contract prog’s; any additional Pt3P savings accommodated within the procurement pathway; commercial and procurement service to oversee (with svs) all Pt3P programmes; strategic third sector policy/engagement potentially remains with CE Office. Note: Pt3P = Council Payments to Third Parties Programmes (see handout) 10% reductions in Pt3P achieved for

F&R Cttee (decision) of 14/12/15 : Report on Coproduction and Procurement to Cttee in May 2016: Operational approaches “The approach (coproduction) is designed to achieve a “collaborative advantage” pooling resource, expertise, knowledge and experience to design the best possible for services with and for citizens in Edinburgh.” “There needs to be a shared understanding between the Council and the third sector of the limits as well as the advantages of coproduction and of procurement as means of securing the delivery of services.“ “That there will be a further report to this Committee analysing the various options in Spring 2016.”

F&R Cttee (decision) of 14/12/15 : Report on Coproduction and Procurement to Cttee in May 2016: Operational approaches Developing proposals: Investing in Community Outcomes Guidance is the basis; service focus on service user/community outcomes and outputs; avoiding presumption in favour of a particular investment type; involve third sector providers as equal delivery partners; options to strengthen third sector capability to respond with success; and continued application of Compact values and principles.

Regular meetings of the Payments to Third Parties Coproduction Steering Group (comprising Council officials and third sector leaders); regular TSI/CEC (direct) discussions on applying coproduction and procurement; Compact Partnership Board - 19 Feb 2016.
