3. Clear scope defined – who needs to hold a license; how often you renew; what required to renew – what is the state’s role and what is the district’s role in defining requirements? 4. Endorsements/specializations/ focus on building vs district preparation (career paths). – what should be required and what should be optional? (Related to #3) 5. 6. Defensible in all contexts. 7. Out of state: Be more clear about Learning Oregon – (the School Law/Finance context) Focus has to be on OAR/ORS (include licensure knowledge) – not just general constitutional law, etc. 8. Issues with Current Administrator Licensure
Need to be explicit about the current equity lens and diversity requirements and how it impacts the new licenses. Should duties with the tiers be more explicit? (e.g., should a “Preliminary” administrator be a superintendent?) – Subcommittee currently leaning toward LCA-type of model from Preliminary to Professional How do you prepare candidates with different career goals? Does “Exceptional Administrator” license still meet district needs (review scope)? How does future of proficiency-based education fit with administrator model? Do the current provisional licenses meet the state’s needs? Look at requirements for future out of state administrators. Data Classification: 1 - Published: DO: Chamberlain

How should licensure affect other administrator positions in the districts? Central office Program directors (e.g., Special Education) Athletic Directors Facilities Human Resources, etc. Currently subcommittee leaning toward clarifying the roles of supervision and evaluation.
