Prison Education Framework: Indicative timescales
Prison Education Framework OJEU: OJEU Notice, Contract & ITT Documents issued 8 January 2018; ITT responses expected back 12 noon on 16 March 2018; Bid evaluations: March/April 2018; Prison Education Framework award: July 2018; Mobilisation begins: August 2018; Mini-competition contract awards – September - December 2018.

Procurement process – Key points
Prison Education Framework: We expect to release groupings to the market in first week of January 2018 Evaluation will be scored at circa 80% quality and 20% price; Evaluation questions will include: Qualification criteria- e.g. financial standing Quality and experience of delivering education services Understanding of delivery of education to specific cohorts of prisoners or in the context of specific regional factors (labour market, local education needs etc) Procurement process – Key points

Pricing and Pay Mechanism
Pricing will not be set centrally under ESFA rates. We will be requesting pricing as part of the tender; We will look to market test digital discounts at the mini competition stage; Payment schedule: We intend make payment in arrears, not in advance; We are developing the payment schedule for inclusion in the draft tender documents, considering best practice and strengths/weaknesses of the OLASS model; Linking payment to performance: A percentage of total spend linked to Service Levels Service Levels are being designed to be transparent and simple, and to provide the right tools to governors (who have the overall responsibility for setting strategy) to facilitate quality education delivery Service levels are just one part of an overall framework of KPIs and management information.
