Under President Washington, (two cabinet members) Alexander Hamilton and Thomas Jefferson disagreed over how to interpret the U.S. Constitution. Alexander Hamilton Thomas Jefferson

Hamilton believed the Constitution could be loosely interpreted.

Jefferson believed the Constitution should be strictly interpreted.

In the 1790s, Hamilton devised a financial plan to pay off the debts of the U.S. and this plan included the creation of a national bank. Revolutionary War First Bank of the U.S.; Philadelphia, PA

Jefferson opposed Hamilton’s plan to create a national bank because the plan would depend on a loose interpretation of the Constitution.

As a result of this disagreement, the first political parties (the Federalist Party and the Democratic-Republican Party) formed in the U.S.. Democratic- Republican Party, led by Thomas Jefferson and James Madison Federalist Party, led by Alexander Hamilton and John Adams VS.
