2 UN Fundamental Principles of Official Statistics
Principle 6. Individual data collected by statistical agencies for statistical compilation, whether they refer to natural or legal persons, are to be strictly confidential and used exclusively for statistical purposes.

3 Confidentiality principle at Statistics Norway
The Statistics Act of 1989 § 2-4 of the Statistics Act Collected data are subject to secrecy and are to be kept or destroyed in a secure manner. § 2-6 of the Statistics Act Information collected shall under no circumstances be published in such a way that it may be traced back to the supplier of any data or to any other identifiable individual to the detriment of the person or companies concerned.

5 Confidentiality committee
Publication of statistics that are believed to violate the rule of the Statistics Act § 2-6 and to Formulate guidelines for the publication of detailed statistics. Committee case: Data on energy use in Norwegian municipalities

6 Joint data collection Energy statistics is highly used among different public institutions. Different institutions collect same type of data separately. How can Statistics Norway share collected detailed data to other institutions in order to reduce response burden and costs? - Energy Act - Pollution Act Example: - Energy use in manufacturing sector and district heating statistics
