2. Objective and core questions
Insight in agencies’ impact, effectiveness and efficiency
comparative insight (benchmark) impact/effectiveness and efficiency
competences in monitoring and evaluation
Three basic questions
Can we benchmark impact/effectiveness of policy instruments in an internationally comparable way?
How do we estimate the impact/effectiveness of these instruments? Are we acting in line with (inter)national handbooks and guidelines in this matter?
Can we benchmark innovation agencies on key figures of the implementation process?
