SESSION 11 Observer Data Auditing
Seventh Tuna Data Workshop (TDW-7) April 2013 SPC, Noumea, New Caledonia
2
Presentation Outline Auditing focus on Observer Data Management System
Observer Data Auditing Processes TUBS Data Quality Queries Plan Activities
3
Observer Data Management
Observer data is so dynamic in nature compared to other fisheries data i.e. Logsheet, Port Sampling, Unloading and Transhipment etc. Increased in volume of observer data due to 100% coverage of PS fisheries and 5% coverage of LL fisheries in WCPO. Types of Data Collected by Observers Trip Information and Vessel Characteristics Electronic and Gear Characteristics Fish Storage and Transfer Information Crew Information Set & Haul Information, Environmental Conditions & School Association Catch Composition and Length Frequency Measurement Species of Special Interest (marine mammals and sea turtles) Vessel and Aircraft Sightings FAD & Floating Object Information Pollution Report (as per slide)

TUBS Data Entry Control Checks
Data entry (code lookup, audit ranges) Check of key fields (mandatory fields) Control totals checking (total fileds) Position checking (trip track and activity positions) compare to VMS data More comprehensive FIELD range-checking (e.g. species catch and average length) The system will offer guidelines for data entry (as per slide)

TUBS Data Quality Queries
Duplicate observer trips in TUBS Overlapping observer trips In-land vessel fishing activity Observer trip NOT in correct EEZ (national fleets) Observer trip day NOT equal observed days. Observer trip WITHOUT any observed days. Observer trip WITHOUT EEZ Code for each vessel activity Observer trip vessel activity position is NULL Length frequency measurement > max species length Length frequency WITHOUT brail and measurement details Observer trips with SET duration > 4 hours Observer trips with SET Catch WITHOUT length frequency measurements etc..
10
Plan Activities Perform continuous auditing on TUBS
Develop an audit workbook and procedures for auditing in-country observer data Audit TUBS data from regional & national programmes who have used TUBS on trial i.e. PGOB, SBOB and FFA
