Instructions Step 1: List the goal of the project in the top heading.
Step 2: For each STAR element, describe in detail the current state of affairs, the future state, and all gaps that exist between the two. Under current state, detail what is missing for each area and the impact it has on the performance of the team. Also, document details regarding what is working so that those areas are not mistakenly impacted. Describe in detail what is happening internally and externally to drive the need for change. Strategy: The strategy drives which activities within the team are the most important and necessary and will be the foundation for making decisions in the remaining four elements of structure, process, rewards, and people. Structure: The structure of the organization determines power and authority. Think through types of jobs, numbers of jobs, movement of power, centralized, decentralized, processes, geography, etc. Process: Determine what processes exist and what processes are needed around information and decision. Evaluate processes that are needed to cut through multiple areas of the business and processes that describe workflow for a specific job/task. Rewards: What incentives and rewards currently align or need to align to the goals of the employee and organization. Ensure alignment with structure and processes. People: Do you have the right people on your team to meet the current or future strategy? What knowledge, skills, behaviors are critical to achieving success and what gaps exist.
