Reflections of Capacity Assessment Process

Overview The capacity assessment was undertaken in November 2010 at the time of organizational reform. The NHRCT was then in the process of drafting the Strategic and the Operational Plans, including capacity building of staff members. The capacity assessment is; therefore, timely to provide the experts’ view objectively and impartially.

Participatory Process: before, during, after Transparency and accessibility of information for all staff members The requirement of full supports from the Chairperson and Secretary-General

Current Stage In the process of complete the final report
Premature to assess the impacts at this stage Confirming the necessity of the organizational reform Convincing the Commission the need of “changes” Used to justify supports from donor(s)

Capacity Assessment = Learning Process
The capacity assessment is a learning process between the Commission and the capacity assessment team. The capacity assessment should adopt the approach of R&D, D&R.
