The War Begins 1) On July 28, 1914 Serbia declines the ultimatum and Austria-Hungary declares war 2) Russia was allies was Serbia and was prepared to declare war on Austria-Hungary 3) Germany an ally of Austria-Hungary and saw Russia as a threat 4) Germany declares war on Russia and Russia’s ally, France
