SPAWAR 1.6 Data Science Division
Established in 2015, the SPAWAR 1.6’s Data Science Division has spearheaded several large scale data science initiatives Data Science Mission: Expand the resource network, data and techniques available to government cost estimators for the purposes of: Providing Management Insight Increasing the credibility and objectivity of government cost estimates Project Technology Utilized Data Source Summary Ship Installation R-Programming Navy ERP - Ship installation cost drivers by geolocation Headcount Drivers Tableau - Produced multi-year data set of SPAWAR costs by Program, WBS, etc. Provides the ability to relate cost elements for sanity checking estimates - Correlated external data (quantity of acquisition documents) with the costs (acquisition-related cost elements) from the dataset Agile SW CDRL and In-Progress Reporting Tool JIRA Software Forge MS Excel Agile Metric Reports, SRDR, CDRL - Created a database of five SPAWAR programs that used Agile software development philosophies - Provided basis for source selection, established cost baselines, provided a framework for evaluating in-progress work - Presented data collection at the Conference of Information Systems Technology in Arlington, VA

SPAWAR 1.6 Data Science Agile Data Collection Initiative Coordinating with other SYSCOMs, Services, and Federal / DoD / State Agencies to collect and improve access to Agile software metric data Establishing standard practices for capturing and analyzing data in immature areas to increase the credibility of cost estimates Compiling, analyzing and making available large data sets for improving Lifecycle Cost, Independent Government Estimates, Source Selection processes Benefits Large central repository of sanitized Agile metric data for use by government estimators/agencies Baseline Agile Project costs by using qualitative programmatic categories Evaluating in-progress reporting metrics (cost/schedule/scope) Input: Development Environment Output: Database Metric Range for Initial Baseline Estimates Agile SW Metric CDRL / Data Collection Template
