NNRA - NNR Act No. 47 of 1999 defines the NNR (National Nuclear Regulator) as the competent nuclear safety authority or the nuclear regulator for the country; 2. GNSRs - General Nuclear Safety Regulations apply to all nuclear facilities 3. SNSRs - Specific Nuclear Safety Regulations apply to specific types of facilities i.e. NPPs, mines, etc. Level 1: NILs, Ds and RPs 1. NILs - Nuclear Installation Licenses i.e. NIL01 – License for Koeberg Nuclear Power Station; 2. Ds - Directives i.e. Lessons Learned from Fukushima; 3. RPs - Regulatory Policies. Level 0: GNSRs General Nuclear Safety Regulations - Section 9 of Part THREE: Management of Safety; Section 9: In-service inspections, maintenance and ageing management (1) Requires implementation of documented programmes for in-service inspections, maintenance and ageing management of SSCs that are important to nuclear safety to ensure that their availability, reliability, and required functionality remain in accordance with the assumptions and intent of the design over the service lifetime of the nuclear facility. (2) The maintenance and in-service inspection programme shall ensure the reliability and integrity of structures, systems and components having an impact on nuclear safety and shall be commensurate with the radiation hazard associated with the nuclear facility. (3) The authorisation holder shall ensure that an effective ageing management programme is developed, implemented and maintained to ensure that required safety functions of systems, structures and components are fulfilled over the entire operating lifetime of the facility.

Level 0: GNSRs General Nuclear Safety Regulations - Section 7 of PART FIVE: Safety Assessment; Section 7: Periodic Safety Reviews (1) Periodic safety assessments shall be submitted to the Regulator for approval at intervals specified in the nuclear authorisation. (2) A periodic safety review shall: (a) Provide an overall assessment of the safety of the facility and justification for continued safe operation for the operating period covered by the periodic safety review; (b) Take into account the actual status of the facility, including the consequences of the cumulative effects of ageing and (new) modifications to the facility, operating experience, predicted end-of-life state, current analytical methods, applicable safety standards and current state of knowledge.

Level 2: (NILs) The Koeberg Nuclear Installation Licence “NIL01” requires that the licensee must comply with the provisions specified the “Koeberg Licensing Basis Manual – KLBM”, regarding the following: –In-service inspection of components, including the monitoring of the RPV for radiation embrittlement; –Monitoring and maintenance of the plant; –Inspection, Survey, Testing and Monitoring of the Containment Structures, Aseismic Bearings including upper and lower raft, and the Soil Cement Sub-foundation.

Ageing Management Initiatives
2nd NUCLEAR REGULATORY INFORMATION CONFERENCE Ageing Management Initiatives KNPS was commissioned in 1984 (Unit 1) and 1985 (Unit 2); The expected design operating lifespan of 40yrs will be reached in 2024/5; Eskom has informed NNR of its intent to operate Koeberg beyond the operation life of 40yrs and initiated several projects to support the Long Term Operation of Koeberg Unit 1&2; The work covered under the projects so far includes: – Replacement of the Steam Generators for both Units; – Replacement of the Refuelling Water Storage (PTR) Tanks; – Unit 2 Reactor Pressure Vessel Head Replacement; – Expansion of the storage capacity for used fuel.

2nd NUCLEAR REGULATORY INFORMATION CONFERENCE Ageing Management Initiatives.. Eskom has embarked on the programme that would: Improve the current suite of Ageing Management Programmes (AMPs); Review and update Koeberg’s time limited ageing analyses (TLAAs). Both Eskom and NNR will utilise the IAEA SALTO process as the guideline for assessing and updating the Koeberg licensing basis for LTO, in particular: IAEA SR-57: Safe Long Term Operation of Nuclear Power Plants; IAEA SR-82: Ageing Management for Nuclear Power Plants International Generic Ageing Lessons Learned (IGALL).

2nd NUCLEAR REGULATORY INFORMATION CONFERENCE Ageing Management Initiatives.. NNR received the Pre-SALTO Mission report and will monitor the commitment of Eskom in implementing actions/safety improvements to resolve the recommendations/suggestions that were raised in the report. The IAEA SALTO review objective is to : Provide the licensee with an objective assessment of readiness for LTO; Provide the licensee with recommendations and suggestions for improvement.

The scope of IAEA assistance (so far) covers the following: IAEA recommendations in the area of LTO and AM; IAEA Safety Standards and other documentation related to LTO and AM; Development of regulatory guides on ageing management and LTO; Utilization of IGALL Safety Report; Lessons learned from SALTO peer review service; Requirements for AMR, AMPs and TLAAs; Licensing procedure for LTO and interactions with licensee; Lessons learned from licensing process and cooperation with IAEA; IAEA Review of NNR regulatory approach for LTO and ageing management: - Regulatory requirements; - Licensing procedure; - Interactions with licensee.
