In it, he warned of political factionalism Warned of entangling Alliances (France….I’m looking at you….) Had a deeply divided administration half federalists and half anti federalists

Federalists and Republicans marked new stage in American politics Known as the first party system Deeply divided over A. Ham’s fiscal policies Merchants and creditors supported Federalists Farmers and immigrants supported Republicans

6 Rise of Party Politics Election of 1796 marked the first political campaigning In election of 1796, voters gave majority in Congress to Federalists and John Adams became president. Adams undergoes X,Y,Z affair which results in stopping trade with France and authorizing American privateering

7 Alien and Sedition Acts
Adams then issued the Alien and Sedition Acts B.c Federalists began to take a hard line towards French immigrants Naturalization Act- lengthened residency requirement for American citizenship Alien Act- authorized deportation of foreigners Sedition Act- prohibited publication of insults or malicious attacks on the president

9 Constitutional Crisis
Sedition Act sparked Congress to say it repressed the 1st Amendment Instead of using Supreme Court to interpret Constitutionality, looked to state legislatures. This is the Va-Kt resolutions which set forth a states’ rights interpretation of The Constitution Sets the stage for the election of 1800

10 Revolution of 1800 Bitter no hold barred contest
Both parties changed state election laws to benefit their candidates Rumors circulated of Federalist plot to stage a military coup TJ won a narrow victory over Adams in electoral college. Burr got votes as well…73…same number as TJ

12 Election of 1800 Constitution states that in event of prez tie, election is decided in House of Representatives 35 rounds of balloting and we still didn’t have a prez…. Enter A. Ham….he urged key Federalists to vote for TJ instead of Burr So, TJ became prez and there was a bloodless transfer of power
