Revised Numbered Memorandum
In 2009, ODE released a numbered memorandum on the requirement for all identified ELL students to participate in ELPA annually. Based on feedback from the field, this numbered memorandum is being revised.

Proposed Changes All eligible ELLs, who are enrolled during the official English Language Proficiency Assessment (ELPA) testing window, are required to participate in the ELPA. Eligible students who did not participate in the ELPA, but were enrolled and present anytime during the official ELPA testing window, will be included in the district AMAO report as not making sufficient gains in proficiency as defined by AMAO1. AMAO1 measures whether students gain one or more proficiency level(s) annually. Identified ELL students who are enrolled and present anytime but do not participate in ELPA will be included in the denominator of the AMAO 1 calculation. Their gain will be included in the AMAO 1 numerator as a zero (0). The ODE defines the official ELPA testing window as the dates posted on the Oregon Statewide Testing Schedule, located in the Oregon Test Administration Manual:

What do the proposed changes mean?
All ELL students enrolled and present during the official ELPA testing window, who do not participate in ELPA will be included in AMAO 1 calculations.

Status and Timeline The proposed changes are currently under review.
These proposed changes, once approved, will be applied to the AMAO report.

What if our district has its own testing window?
Based on guidance from the US Dept. of Education, the ODE can only exempt students not enrolled during the official ELPA testing window.

What about IEP Students?
Very few ELL students with an IEP are excluded from participating in ELPA Less than 60 student statewide, based on the data Districts are required to input ELPA test administration codes for these students. ODE reviews these codes as part of the AMAO inclusion rules.
