2 Hazard and Vulnerability Assessment
Primary Focus Overview of the HVA Process Foundational Concept for EM Process HVA Format Options Discuss Identifying/Defining Specific Events Research and Fact Based HVA Evaluations HVA Review Process Participation Consistencies in HVA Process

3 Hazard and Vulnerability Assessment
HVA – Hospitals are required to conduct and annually review their Hazard Vulnerability Analysis (HVA). The HVA provides a systematic approach to recognizing hazards that may affect demand for the hospitals services or its ability to provide those services. The risks associated with each hazard are analyzed to prioritize planning, mitigation, response and recovery activities. The HVA serves as a needs assessment for the Emergency Management program.

4 HVA; Foundation for EM Planning
Analysis Conducted Prioritize Likelihood Preparedness Impact Policy Review High Priorities Training Identified Priorities Drill Exercise Track Proficiency

5 HVA Format Kaiser Permanente Live Process Other Natural Technological
Human Live Process Other

6 HVA; Event Definitions
Well Defined Events Consistency in Event Identification When considering particular events ensure the definition of that event remains consistent. Identification Based on Impact Ensure consideration for particular events is based on the impact to the organization and not what the event looks like in the field.

7 HVA; Research and Evaluations
Ensure Specific Threat Levels are Based on Clear Concise Research and Corresponding Evaluations of Particular Threats Actual History Documented Recent Events Substantiated new Risks and Threats Avoid Personal Opinion Speculation

8 HVA Participation Who Should Participate in The HVA Process
Participants with Direct Topic Knowledge Some Anticipation of Hazards / Threats Previous Events Previous HVA Organizational Changes Current Trends; (Local / Regional / National) Combination of Internal / External Participation

9 HVA; Consistency Consistency Among Regional Facilities
Some will be site specific threats Based on infrastructure Based on organizational changes Several should be similar to neighboring facilities Large external events Regional weather events HVA / Actual Events How often has IC been activated Percentage of times for items on HVA

23 HVA / Discussion Review
HVA is foundational to the entire disaster planning process Properly identify specific threats and ensure consistency in threat definitions Conduct proper research regarding the threats and events covered Ensure proper participation in the HVA process Consistency in process and results is important The HVA process should be a constantly evolving and endless process of response refinement and improvement.
