The Assembly: 1. Urges States to take measures to enhance runway safety, including the establishment of runway safety programmes using a multidisciplinary approach, that include at least regulators, aircraft operators, air navigation services providers, aerodrome operators and aircraft manufacturers to prevent and mitigate the effects of runway excursions, runway incursions and other occurrences related to runway safety; 2. Associated practice no. 1: The runway safety programmes should be based on inter-organizational safety management including the creation of local runway safety teams that address prevention and mitigation of runway excursions, runway incursions and other occurrences related to runway safety.

Worldwide Accidents & Related Fatalities by Occurrence Categories Scheduled Commercial Traffic – MTOW > kg (Yrs ) Looking at accidents globally according to occurrence category (from 2006 – 2010), we see that the runway safety category accounts for The greatest number of accidents The greatest number of fatal accidents By comparison Loss of Control In-Flight – is: Among the fewest number of accidents The highest number of fatalities Improvements in runway safety will contribute to a reduction in the number of accidents and the number of fatal accidents. 7

Focus on EUR/NAT Region Accidents & Related Fatalities by Occurrence Categories Scheduled Commercial Traffic – MTOW > kg (Yrs ) The 51% runway safety related accidents represent 30 accidents during the time period (5 years) and 202 fatalities. Globally there are 683 Runway Safety related Fatalities from of which 644 Fatalities are attributable to Runway Excursions. (94%) EUR/NAT has the a greater percentage of runway safety related accidents than the World Average at 62% Although the percentage of fatal accidents in the EUR/NAT region is less than the world average. The percentage of fatalities associated to runway safety in the EUR/NAT region is under the world average. Focus on the overall reduction of runway safety related accidents

Focus on Runway Excursions / Incursions
Focus on EUR/NAT Region This slide shows the Probability of air carriers experiencing an Excursion or Incursion Accident Inside or Outside their Region. It can be seen that globally air carriers experience twice the risk of runway excursion/incursion accidents outside their region, with the following differences: more risk outside the region: NACC carriers 6 times more, EUR/NAT carriers:3 times more and ESAF carriers 1.5 times more equal risk: APAC more risk inside the region: MID carriers 1.2 times more To be noted that all runway ex/incursion accidents for SAM and MID carriers occurred inside their own region. EUR/NAT operators’ resources to address runway excursions and incursions should be focused primarily outside the EUR/NAT region EUR carriers are three times more likely to experience an Excursion or Incursion accident outside the region

Focus on EUR/NAT Region Accidents & Related Fatalities by Occurrence Categories Scheduled Commercial Traffic – MTOW > kg (Yrs ) 95 accidents by occurrence category World Average Having a closer look to those accidents, we can display them by occurrence category (graph on the left and side). Abnormal Runway Contact and Ground Handling are the most prominent categories at 34% and 29% respectively It should be noted that some accidents have more than one occurrence category, that is the reason why the total is higher than 100%. Conclusion: while Excursion & Incursions account for 17% of the runway safety related accidents, they are causing 95% of the fatalities (127 of 134). The challenge then is not only to reduce the number of runway excursion events but also to improve the survivability after an excursion. 11
