1
Spanish Quality of Service Regulation for the Distribution Network
2
The regulation allows to agree with the customer on better quality
Continuity of Service: Zonal By Zone and Province Level of reference Individual By supply point and zone Minimum normative with contract nature The regulation allows to agree with the customer on better quality
3
Commercial Attention:
Quality of the wave: Voltage: V declared ± 7% Frequency: 50 Hz Commercial Attention: Periods for answering customers requests, regarding new supplies
4
Distribution Zones: The Regulation defines four zones depending on the “density” of supplies. Each zone includes a set of towns in the same province with common characteristics: Urban Zone: > supplies or province capital Demi Urban Zone: from to supplies Rural Concentrated Zone: from 200 to supplies Rural Disperse Zone: < 200 supplies and those outside population nuclei
5
Measure of Continuity (Zonal): Three different indices
TIEPI NIEPI Percentile 80 of TIEPI All measure long interruptions (>3 min.) al the MV Level. Measure of Continuity (Individual): Two measures Number of interruptions Length of interruptions
6
No town may go beyond the 80 percentile of TIEPI two consecutive years
Individual Zonal No town may go beyond the 80 percentile of TIEPI two consecutive years
7
Case of non-compliance
Consequences of non-compliance: Zonal Continuity Individual Continuity Quality of the Wave Correction measures in 6 months in most cases. Case of non-compliance Specific plans Possible external funding (up to 50%) Automatic discounts on invoice Aprox: 5 times the non-served energy
8
Are these measures enough?
Penalizations are high enough so that the system tends to the optimum set by the regulator
