ALSO, FLIGHT ID WAS IN USE DURING OPEVAL 2 BY VARIOUS PARTICIPANTS INCLUDING FAA, UPS, AND FEDEX. AS AN ASIDE THE FAA 727 AIRCRAFT WHILE FLYING IN EUROPEAN AIRSPACE TRACKED THE BA ACSS ADS-B EQUIPPED AIRCRAFT WITH FLIGHT ID AT EXTENDED RANGES OF APPROXIMATELY 100 NM. OUR TCAS AND MODE S PRODUCTS HAVE BEEN USED BY THE FAA AS A BASELINE TO COMPARE OTHER PRODUCTS TO IN DEVELOPMENT OF CHANGE 7 REQUIREMENTS FOR SURVEILLANCE. • PASSIVE EXTENDED RANGE TRACKING USING ADS-B SQUITTERS, FIRST AND ONLY EXISTING CERTIFICATION WAS OBTAINED BY ACSS IN AUGUST THIS FEATURE INCLUDES THE ADVANCED REPLY PREPROCESSING HARDWARE THAT L3 DEVELOPED IN COMPLIANCE WITH RTCA DO MHZ ADS-B MOPS THAT PROVIDES IMPROVED ADS-B RECEPTION WITHIN INTERFERENCE ENVIRONMENTS SUCH AS THE LA BASIN. THIS HARDWARE IMPROVES RECEPTION OF ADS-B SQUITTERS IN INTERFERENCE ENVIRONMENTS BY ABOUT 400%. • OPEVAL-2 INVOLVEMENT INCLUDED OUR TCAS 2000 IMPLEMENTATION OF THE ADVANCED AUTOMATIC APPROACH SPACING TOOL DEVELOPED BY MITRE AND ON GROUND DISPLAY OF ADS-B EQUIPPED AIRCRAFT. ACSS IS ONE OF ONLY TWO VENDORS TO EQUIP AND DEMONSTRATE THE ADVANCED APPROACH SPACING TOOL UTILIZING OUR INTEGRATED DISPLAY OF TCAS AND CDTI INFORMATION. • THE SOLELY OWNED AND PATENT PENDING ACSS USE OF CASPER PARALLEL APPROACH ALGORITHMS WITHIN A TCAS UNIT WAS DEMONSTRATED WITH NASA AND WAS COMPLETED IN AUGUST OF 1999, AND PROVED THE FEASIBILITY OF USING A TCAS PLATFORM TO PROVIDE A COMPLEX ADS-B INTEGRATED APPLICATION WHILE STILL PROVIDING NORMAL TCAS FUNCTIONALITY. • PARTICIPATION BY ACSS IN THE FAA TEST AND EVALUATION SYSTEM DEMO DURING THE WEEK OF 20 MAY 2002 PROVIDED MUCH NEEDED DATA ABOUT THE BLENDING OF ADS-B DISPLAY DATA AND ADS-B 1090 MHZ SENSOR DATA PROVIDED BY THE TCAS PLATFORM. ADS-B COCKPIT DISPLAY OF TRAFFIC INFORMATION SITUATIONAL AWARENESS WITH A SEPARATE AND ISOLATED TCAS COLLISION AVOIDANCE FUNCTION WAS DEMONSTRATED BY ACSS. ACSS WAS THE ONLY MANUFACTURER TO IMPLEMENT ICAO SARPS HYBRID SURVEILLANCE WHEREBY RF INTERFERENCE TO THE ATC ENVIRONMENT IS GREATLY REDUCED BY THE MAXIMUM USE POSSIBLE OF ADS-B TRACKING WHEN TRAFFIC IS NOT IN A THREATENING GEOMETRY AS DETERMINED BY ADS-B SQUITTERS AND TESTED BY TCAS ACTIVE SURVEILLANCE. • ACSS HAS CERTIFIED A NEW MILITARY AIRBORNE SURVEILLANCE SYSTEM (MASSTM) IN EARLY THIS SYSTEM IS OUR SECOND CERTIFIED ADS-B APPLICATION, AND IS INTENDED FOR LARGE MILITARY TRANSPORT/TANKER AIRCRAFT. CURRENT ADS-B AND CNS/ATM FUNCTIONS IMPLEMENTED AND CERTIFIED: • AIRBORNE AND SURFACE ADS-B SQUITTERS FOR POSITION AND VELOCITY • EVENT DRIVEN SQUITTERS • ALL DOWNLINK OF AIRBORNE PARAMETERS REQUIRED BY EUROCONTROL • PASSIVE ADS-B HYBRID EXTENDED RANGE SURVEILLANCE GREATER THAN 100 NMI. (UP TO 50 AIRCRAFT) • SQUITTER OF POSITION, VELOCITY, FLIGHT ID, AND OTHER NECESSARY DATA FOR USE IN NON-ATC TERMINAL AIRSPACE • MILITARY AIRBORNE SURVEILLANCE SYSTEM (MASSTM) • HYBRID SURVEILLANCE RF INTERFERENCE REDUCTION (PART OF MASS FUNCTIONALITY AND CERTIFICATION) • AIRBORNE SURVEILLANCE AND SEPARATION ASSURANCE PROCESSING (ASSAP) THAT PROVIDE THE PROCESSING OF ADS-B/TIS-B/TCAS INPUT PROCESSING • SAFEROUTETM ADS-B APPLICATIONS DEMONSTRATED ADS-B APPLICATIONS: • CASPER PARALLEL APPROACH HYBRID SURVEILLANCE ACSS HAS DEMONSTRATED AND NOW CERTIFIED THE HYBRID SURVEILLANCE FUNCTION (AS A PART OF MASS) DURING THE FAA TEST AND EVALUATION PROGRAM (TESIS) DEMONSTRATIONS AT MEMPHIS, TENNESSEE DURING THE WEEK OF 20 MAY ACSS WAS THE ONLY VENDOR THAT DEMONSTRATED HYBRID SURVEILLANCE DURING THESE DEMONSTRATIONS. HYBRID SURVEILLANCE UTILIZES ADS-B PASSIVE SURVEILLANCE TO THE GREATEST EXTENT POSSIBLE WITHOUT COMPROMISING THE TCAS SURVEILLANCE OR COLLISION AVOIDANCE LOGIC. HYBRID SURVEILLANCE THUS REDUCES THE NUMBER OF TCAS INTERROGATIONS AND REPLIES WITHIN THE ALREADY OVERCROWDED ATC RF ENVIRONMENT BY PROVIDING A ADS-B LISTEN ONLY MODE FOR MOST OF THE TIME WHEN AN INTRUDER AIRCRAFT IS NOT A TCAS THREAT. ACTIVE INTERROGATION AND RESULTING REPLIES ARE ONLY USED TO VALIDATE THE ADS-B POSITION AND VELOCITY REPORTS, AND TO PROVIDE NORMAL TCAS ACTIVE SURVEILLANCE WHEN ANOTHER AIRCRAFT BECOMES A POTENTIAL THREAT. ACSS AND OTHER INDUSTRY PARTICIPANTS BELIEVE THAT THIS ICAO SARPS REQUIREMENT WILL BE PARTICULARLY USEFUL IN INCREASING THE RELIABILITY OF ADSB, TCAS, AND GROUND ATC SURVEILLANCE AND GREATLY CONTRIBUTE TO THE SUCCESS OF ADS-B IMPLEMENTATIONS BY ENSURING RELIABILITY AND AVAILABILITY OF THE 1090 MHZ DATALINK. DATA WAS RECORDED BY AIRCRAFT WITH THE ACSS PROTOTYPE EQUIPMENT INCLUDING A CITATION V, AND A USAF 707. ADS-B ‘IN’ AND SAFEROUTETM APPLICATIONS ACSS HAS DEVELOPED A SET OF AIRBORNE SURVEILLANCE APPLICATIONS (ASAS) NAMED BY ACSS AS SAFEROUTE. THE SAFEROUTE APPLICATIONS UTILIZE AUTOMATIC DEPENDENT SURVEILLANCE – BROADCAST (ADS-B), TRAFFIC INFORMATION SERVICE – BROADCAST (TIS-B) AND COCKPIT DISPLAY OF TRAFFIC INFORMATION (CDTI) TECHNOLOGY TO IMPROVE THE SAFETY AND EFFICIENCY OF FLIGHT OPERATIONS. THE ACSS SAFEROUTE APPLICATIONS CURRENTLY CERTIFIED BY ACSS ARE LISTED BELOW: • SURFACE AREA MOVEMENT MANAGEMENT (SAMM) • CDTI ASSISTED VISUAL SEPARATION (CAVS) • ENHANCED TRAFFIC SITUATIONAL AWARENESS DURING FLIGHT OPERATIONS • MERGING AND SPACING (M&S) FAA SAFEROUTE TIGER TEAM THE FAA IS IN COMPLETE SUPPORT OF THE DEVELOPMENT OF SAFEROUTE AND UNDERSTANDS THE IMPORTANCE OF AIRBORNE SURVEILLANCE FOR THE MODERNIZATION OF AVIATION AND THE IMPORTANCE TO SAFETY THAT THESE APPLICATIONS CAN PROVIDE. WITH THIS SUPPORT OF SAFEROUTE, THE FAA ESTABLISHED AN FAA ‘TIGER TEAM’ THAT IS A CROSS FUNCTIONAL TEAM OF FAA PERSONNEL FROM VARIOUS FAA BRANCHES, TO FACILITATE THE ESTABLISHMENT OF NEW REGULATORY GUIDANCE MATERIAL, STANDARDS, OPERATIONAL PROCEDURES AND PROVIDE REVIEW OF ISSUES EARLY IN THE CERTIFICATION TO FACILITATE A SUCCESSFUL CERTIFICATION. THE FOLLOWING FAA BRANCHES ARE SUPPORTING THE SAFEROUTETM FAA TIGER TEAM: • AIRPLANE AND FLIGHT CREW INTERFACE BRANCH (ANM-111) • STANDARDIZATION BRANCH (ANM- 113) • SYSTEMS & EQUIPMENT BRANCH (ANM130S, ANM160L) • FLIGHT TEST BRANCH (ANM-160S, ANM-160L) • AVIONICS BRANCH (AIR-130) • FLIGHT STANDARDS (SEATTLE AIRCRAFT EVALUATION GROUP, LOS ANGELES AIRCRAFT EVALUATION GROUP) • FLIGHT TECHNOLOGIES AND PROCEDURES DIVISION (AFS-400) • CHIEF SCIENTIFIC & TECHNICAL ADVISORS • HUMAN FACTORS • FAA AIR TRAFFIC CONTROL ACSS IS WORKING WITH SEVERAL INDUSTRY ORGANIZATIONS SUCH AS NASA, MITRE AND EUROCONTROL IN THE DEVELOPMENT OF SAFEROUTE AIRBORNE SURVEILLANCE APPLICATIONS. THESE ORGANIZATIONS ARE PROVIDING SUPPORT FOR THE SAFEROUTE DEVELOPMENT IN AREAS SUCH AS OPERATIONAL CONCEPT DEVELOPMENT FOR THE AIRBORNE APPLICATIONS (SUCH AS MERGING AND SPACING), VALIDATION OF OPERATIONAL CONCEPTS VIA THE USE OF HUMAN-IN-THE-LOOP SIMULATIONS, CHARACTERIZING PERFORMANCE REQUIREMENTS THROUGH MONTE CARLO SIMULATIONS, HUMAN FACTORS EVALUATIONS, ETC. ACSS TAKES ADVANTAGE OF THESE ACTIVITIES BY INCORPORATING FINDINGS DERIVED FROM THESE ACTIVITIES INTO THE DESIGN TO ENHANCE FLIGHT DECK AND OPERATIONAL EFFECTIVENESS OF THE SAFEROUTETM AIRBORNE SURVEILLANCE APPLICATIONS. ALSO, THESE ACTIVITIES AID THE CERTIFICATION PROCESS BY CULTIVATING CONFIDENCE IN THE SAFEROUTE SYSTEM THROUGH THE FAA PARTICIPATION WITH THESE ACTIVITIES. INDUSTRY STANDARDS PARTICIPATION CURRENTLY THERE ARE SEVERAL INDUSTRY COMMITTEES TASKED TO DEVELOP OPERATIONAL, SAFETY, AND PERFORMANCE STANDARDS FOR ADS-B. RTCA SPECIAL COMMITTEE (SC)-186 IS TASKED TO DEVELOP OPERATIONAL REQUIREMENTS AND MINIMUM PERFORMANCE STANDARDS FOR AIRBORNE AND GROUND USERS OF ADS-B. THE FOLLOWING IS A LIST OF ACTIVE WORKING GROUPS WITHIN SC-186: • WORKING GROUP (WG) – 1 OPERATIONS AND IMPLEMENTATION • WG -2 TRAFFIC INFORMATION SERVICE – BROADCAST (TIS-B) • WG MHZ MINIMUM OPERATIONAL PERFORMANCE (MOPS) FOR ADS-B • WG-4 AIRCRAFT SURVEILLANCE APPLICATIONS • WG-5 UNIVERSAL ACCESS TRANSCEIVER (UAT) MOPS RTCA SC-186 WORKING GROUP 1 IS RESPONSIBLE FOR DEVELOPING OPERATIONAL CONCEPTS FOR NEW APPLICATIONS AND ASSISTING IN STANDARDS DEVELOPMENT RELATING TO THE OPERATIONAL USE OF ADS-B EQUIPMENT AND APPLICATIONS. WG-1 JUST RECENTLY INITIATED AN ACTIVITY TO DEVELOP AN ADS-B APPLICATION DESCRIPTION FOR AIRPORT SURFACE TRAFFIC ALERTING AND IDENTIFY INITIAL REQUIREMENTS TO DETERMINE NEAR TEAM IMPLEMENTATION FEASIBILITY. RTCA SC-186 WORKING GROUP 4 IS RESPONSIBLE FOR DEVELOPING THE REQUIREMENTS STANDARDS FOR AVIONICS EQUIPMENT NECESSARY TO SUPPORT THE AIRCRAFT SURVEILLANCE APPLICATIONS. THESE STANDARDS SPECIFY REQUIREMENTS FOR PROCESSING OF SURVEILLANCE INFORMATION PRIOR TO TRANSMISSION, AIRBORNE SURVEILLANCE PROCESSING, COCKPIT DISPLAY OF TRAFFIC INFORMATION (CDTI), AND AVIONICS INTERFACES IN SUPPORT OF THE ADS-B APPLICATIONS. IT IS ORGANIZED INTO THREE FUNCTIONAL AREAS: (1) SURVEILLANCE TRANSMIT PROCESSING (STP), (2) COCKPIT DISPLAY OF TRAFFIC INFORMATION (CDTI), (3) AIRBORNE SURVEILLANCE AND SEPARATION ASSURANCE PROCESSING (ASSAP). THE STP MOPS, RTCA DO-302 “MINIMUM OPERATIONAL PERFORMANCE STANDARDS (MOPS) FOR SURVEILLANCE TRANSMIT PROCESSING (STP)” WAS RELEASED IN DECEMBER, THE STP MOPS PROVIDES REQUIREMENTS FOR INTERFACING ADS-B AVIONICS TO AIRCRAFT ON-BOARD POSITION SOURCES SUCH AS A GPS AND HOW TO DERIVE SPECIFIC QUALITY PARAMETERS ASSOCIATED WITH THE REPORTED POSITIONAL DATA. THE CDTI AND ASSAP MOPS ARE CURRENTLY UNDER DEVELOPMENT. RFG - REQUIREMENTS FOCUS GROUP (JOINT COMMITTEE WITH EUROCAE) THE RFG IS A JOINT RTCA AND EUROCAE ORGANIZATION ESTABLISHED BY FAA AND EUROCONTROL TO HARMONIES THE DEFINITION OF THE ADS-B AIRBORNE AND GROUND APPLICATIONS. IT IS THE INTENT OF THE RFG TO ESTABLISH THE OPERATIONAL, SAFETY, PERFORMANCE, AND INTEROPERABILITY REQUIREMENTS FOR THE AIRBORNE SURVEILLANCE APPLICATION (ASA)/GROUND SURVEILLANCE APPLICATIONS (GSA) PACKAGE 1 APPLICATIONS. THE PACKAGE 1 APPLICATIONS THE RFG ARE ADDRESSING ARE AS FOLLOWS: • GROUND SURVEILLANCE APPLICATIONS: • ATC SURVEILLANCE IN RADAR AREAS (ADS-B-RAD) • ATC SURVEILLANCE IN NON-RADAR AREAS (ADS-B-NRA) AIRBORNE SURVEILLANCE APPLICATIONS: • ENHANCED TRAFFIC SITUATIONAL AWARENESS ON THE AIRPORT SURFACE (ATSA-SURF) • ENHANCED TRAFFIC SITUATIONAL AWARENESS DURING FLIGHT OPERATIONS (ATSA-AIRB) • ENHANCED VISUAL SEPARATION ON APPROACH (ATSA-VSA) • IN-TRAIL PROCEDURE IN OCEANIC AIRSPACE (ASPA-ITP) ACSS IS ACTIVELY PARTICIPATING IN THESE RTCA SPECIAL COMMITTEE (SC)-186 STANDARDS DEVELOPMENT ACTIVITIES AND IN SOME CASES DRIVING THE DEVELOPMENT OF MINIMUM OPERATIONAL PERFORMANCE STANDARDS FOR AIRCRAFT SURVEILLANCE APPLICATIONS (ASA). ACSS HAS PROVIDED SIGNIFICANT INPUT INTO THE DEVELOPMENT OF THESE REQUIREMENTS AND RE-ENGAGED THE ACTIVITY FOR DEVELOPING THE ASSAP MOPS. IT IS ACSS’S INTENT TO HARMONIZE REQUIREMENTS DEVELOPED FOR ITS SAFEROUTETM AIRBORNE SURVEILLANCE APPLICATIONS WITH THE INDUSTRY DEVELOPED REQUIREMENTS TO ENCOURAGE COMMON GLOBAL SOLUTIONS. AS A PART OF THE CERTIFICATION PROCESS OF SAFEROUTE AIRBORNE SURVEILLANCE APPLICATIONS, ACSS IS WORKING WITH THE FAA TO GENERATE A SERIES OF FAA ISSUE PAPERS THAT SERVE AS THE PRIMARY CERTIFICATION VEHICLE FOR NEW AND NOVEL FUNCTIONS SUCH AS THE SAFEROUTETM AIRBORNE SURVEILLANCE APPLICATIONS. THESE ISSUE PAPERS PROVIDE THE FAA POLICY WHEN THERE ARE NO OTHER CERTIFICATION GUIDANCE MATERIALS AVAILABLE AND ARE APPROVED AT THE FAA DIRECTORATE LEVEL. IT IS THE INTENT OF ACSS THAT THE POLICY PROVIDED IN THE FAA ISSUE PAPERS BE INCORPORATED INTO A LATER REVISION OF AN FAA ADVISORY CIRCULAR (POSSIBLY AC ) OR A TSO AT A LATER DATE. ACSS HAS GAINED VALUABLE EXPERIENCE IN UNDERSTANDING THE CERTIFICATION PROCESS FOR BOTH ADS-B AVIONICS APPROVAL AND OPERATIONAL APPROVALS. ACSS Has A Long ADS-B Technology History

Key Programs MASS (Military Airborne Surveillance System) => 1st certified ADS-B IN Military application SafeRoute with UPS Started two years ago, SafeRoute FAA STCed July 6 & TSOA July 17 on Boeing 757 aircraft Pending operational approval => 1st certified ADS-B IN Civil applications T3CAS with Airbus June ‘07, Airbus-ACSS launched T3CAS program (TAWS, TCAS, Mode S) supporting ADS-B “in” for SA/LR. ATSAW demonstrator with Airbus July ’07, ACSS delivered the 1st Traffic Demonstrator with the first ADS-B “IN” application defined by Airbus, In Trail Procedure (ITP) ADS-B infrastructure for NGATS with ITT August 30th, FAA contract award for ADS-B services for the NAS too the ITT Team. ITT team includes AT&T, Thales USA, WSI, SAIC, PriceWaterhouseCoopers, Aerospace Engineering, Sunhillo, Comsearch, MCS of Tampa, Pragmatics, Washington Consulting Group, and NCR Corporation and ACSS.
