2 What was the Declaration of Panama?
•It was the declaration of having all 21 American Republics agree on Pan- American Security zone to protect the Western Hemisphere with U.S. ships on September 23, 1939 •It established a neutrality zone of 300 miles into the Atlantic and Pacific Oceans except Canada and the colonies of Possession of European States from which all aggressive ships would not be included •It was to discuss neutrality in peace area and economic cooperation •They did not want to be involved in any hostile acts from other nations of who were involved in the war

4 For these reasons the Governments of the American Republics Resolve and Hereby Declare:
•1. As a measure of continental self-protection, the American Republics, so long as they maintain their neutrality, are as of inherent right entitled to have those waters adjacent to the American continent, which they regard as of primary concern and direct utility in their relations, free from the commission of any hostile act by any non-American belligerent nation, whether such hostile act be attempted or made from land, sea or air(United States Department of State, 37).

5 What other events led after The Havana Conference?
•The fall of France in May of 1940 prompted another meeting of the American states to consider what actions to take about the New World colonial possessions of Netherlands and France. •Conferees agreed on inter-American administration if threatened by Germany or Italy. •Negotiated with Brazil to establish an air base in Natal of which was granted also in the Caribbean. •Also involved the United Kingdom into obtaining bases in order to defend from any German attacks by way of Newfoundland and St. Lawrence estuary since they were attacked before during the spring of 1940and the escape of Bismarck into the Western Atlantic barely(Kirckpatrick, 9).

6 The significance of The DOP
•It created a safety border between America and Latin America •Didn’t want any violence or intervention in a war of which would lead them into even more problems and death polls •Secured the bonds between the USA and LA with the help of money coming in and safety security from German and Italian powers/influence. •The Panama meeting demonstrated the government emergency, the strong understanding and solidarity among the Americas Republics(U.S. Department of State, 1983).
