1 Proposal for reporting on Programmes of Measures in 2016
CIS Working Group on Programme of Measures 25/26 March 2014 Proposal for reporting on Programmes of Measures in 2016 Steve Nixon WRc

2 Review of Reporting of Water Framework Directive
Started in 2013: Lessons Learnt; needs of Commission; way forward endorsed by Water Directors Meeting on the review of current reporting guidance, 14 to 17 January 2014 Revised guidance to be discussed at WG DIS meeting, 1-2 April 2014 Resulting output forwarded to SCG (7-8 May) and Water Directors (5-6 June) for final endorsement Reporting 2nd RBMPs/PoMs in March 2016

3 Reporting of PoMs in 2010 “Elements” to be reported defined and described in schema Very complex and cumbersome structure Reporting of Article 11.3.a basic measures not useful Poor information on relationship between pressures, status and measures, and achievement of objectives Not a common understanding of what should be implemented and reported: e.g. Article 11.3 basic measures and Article 11.4 supplementary measures

4 Proposed new structure
Measures to tackle significant pressures Measures to meet WFD objectives for Priority Substances List of Key Types of Measure and quantitative indicators of the expected implementation over the second planning period List of Measures Detailed information on specific measures and aspects Results of first programme of measures

5 What is meant by a “significant pressure”
Those pressures which, either alone, or in combination with other pressures prevent or put at risk the achievement of WFD Article 4(1) environmental objectives including the achievement of good status, the non-deterioration of status, the avoidance of a significant and sustained upward trend in pollution of groundwater and the achievement of objectives in WFD protected areas. This means that for the second RBMP, all water bodies which are below good status and are not expected to achieve good status in 2015 are at risk and MS are expected to identify significant pressures for them.

6 Measures to tackle significant pressures (1)
Subunit/RBD Water category Objective not being met failing to achieve good ecological status/potential by 2015; failing to achieve good chemical status by 2015; risk of deterioration to less than good status; failing to achieve good quantitative status by 2015; reversal of significant and sustained upward trend in the concentration of pollutants; achievement of objectives in WFD Protected Areas.

7 Measures to tackle significant pressures (2)
Number/length/area of WBs not meeting objective Significant pressure type causing WBs not to meet objectives List of pressures_sources E.g. diffuse-agriculture; point-urban waste water; dams barriers and locks for hydropower Key Type of Measure planned to tackle pressure Value of quantitative indicator in 2015 and expected at end of planning cycle 2021 Other Measures planned to tackle pressure Value of MS quantitative indicator in 2015 and expected at end of planning cycle 2012

8 Measures to meet WFD objectives for Priority Substances
Objective not being meet Achievement of good chemical status by 2015; Progressive reduction of pollution from priority substances (if this goes beyond achievement of good chemical status by 2015); Ceasing or phasing out emissions, discharges and losses of priority hazardous substances Priority Substances causing objective not to be met Number/length/area of affected water bodies Date for achievement of objective Measure(s) taken to achieve objective

9 List of Key Types of Measure and quantitative indicators
16 KTMs for the reporting of progress with PoMs in 2012 with quantitative indicators of progress Review of “Other” national KTMs reported in 2012 8 new KTMs proposed for 2016 Scope of some KTMs expanded Quantitative indicators proposed for each KTM

10 Change in scope of some existing KTMs (1)
2012: Construction or upgrades of wastewater treatment plants beyond the requirements of the Directive on Urban Waste Water Treatment (e.g. more advanced treatment than required in the UWWT Directive or constructions below the size threshold given in the UWWT Directive; please consider only WFD measures). 2016: Construction or upgrades of wastewater treatment plants including measures to reduce pollution from septic tanks and to upgrade treatment at small treatment works (<2,000 pe).

11 Change in scope of some existing KTMs (2)
2012: Reduce nutrient pollution in agriculture beyond the requirements of the Nitrates Directive (please consider only WFD measures). 2016: Reduce nutrient pollution from agriculture

12 Change in scope of some existing KTMs (3)
2012: Upgrades or improvements of industrial wastewater treatment plants (including farms) beyond the requirements of the Integrated Pollution Prevention and Control (IPPC) Directive (please consider only WFD measures). 2016: Upgrades or improvements of industrial wastewater treatment plants (including farms)

13 New KTMs Reduce sediment delivery
Measures to prevent or control the adverse impacts of invasive alien species and introduced diseases recreation including angling fishing and other exploitation/removal of animal and plants pollution from urban areas, transport and built infrastructure pollution from forestry Natural water retention measures Adaptation measures for climate change

14 Quantitative indicators of expected implementation
Population equivalent covered by measure Area of agricultural land covered by measures Loads of pollutants Number of barriers to be tackled Length or area of bank/shore with rehabilitation and restoration measures Number of permits for abstractions and modifications of flow regime with ecological flow requirements Number of water bodies with eradication or control measures

15 Measures Associated with the Key Types of Measures
Water Category Significant pressure Key Type of Measures Measure from list of measures

16 List of measures Measure code Measure name
Measure type (Basic or supplementary) Basic Measure type (Article 11.3.a to l) Geographic coverage (MS, RBD, WB) Implementation Lead organisation Implementation Partners Finance secured? Funding sources (EU, national) Link to national information on measure

17 Detailed information on specific measures and aspects
Based on targeted questions used in Commission’s 2012 assessment report Focus on methodological aspects and closed questions (yes/no/enumeration lists) Specific information provided in background documents that are accessible and allow digital processing of information Or could be in specific chapters or Annexes of RBMPs

18 Detailed information on specific measures and aspects
Safeguard Zones Abstraction Thresholds Discharge Thresholds Physical Modification Permitting Adaptation to Climate Change Coordination with Flood Risk Management Plans Natural Water Retention Measures Drought Management Plans Water Efficiency measures Water Re-use

19 Progress with and achievements of the PoM for 1st planning cycle
Closed question and links to specific documents on: Financial commitment for PoM New enabling legislation/regulation Degree of PoM implementation Improvement in status Measure effectiveness Obstacles Transfer of measures to 2nd plan

21 COM in-depth assessment of the 2012 PoM reports Steve Nixon WRc
CIS Working Group on Programme of Measures 25/26 March 2014 COM in-depth assessment of the 2012 PoM reports Steve Nixon WRc

22 CSWD accompanying Commission’s 2012 report to European Parliament and Council concluded on PoMs:
Often a poor level of detail reported on the planned measures Difficult to assess the extent of the actions And how effective measures would be in achieving WFD objectives Measures often not clearly linked to the pressures they were to tackle and how far they were expected to contribute to the achievement of the stated objectives.

23 Preliminary Assessment of 2012 MS reports on progress with implementation of PoMs
Undertaken during 2013 information on this presented at last WG PoM meeting, November 2013 Based on Member States reports on: First RBMP – March 2010 Progress with implementation of programmes of measures – December 2012 Deliverables: Preliminary Assessment Report Draft preliminary summary for each of 24 MS that had reported progress

24 In-depth assessment 2014 Aim is to establish the link between the proposed PoMs and the expected improvement in the status Overall assessment of how far the measures will be sufficient to address the pressures To inform the Commission’s Interim report to the European Parliament and to the Council describing Member States’ progress in the implementation of their Programmes of Measures published in their first River Basin Management Plans by December 2015 (Article 18.4).

25 Key Topics of the assessment
Agriculture Chemicals Hydromorphological alterations Urban Waste Water Treatment Water Abstraction Horizontal economic aspects
