First Soviet Constitution – Feb 1918 decrees attack Church, further decrees nationalised Banks, made inheritance of property illegal. Formal constitution in law on 10th July “He who does not work, neither shall he eat”. Election by universal suffrage. Treaty of Brest Litovsk March 1918 – Georgia, Ukraine, Latvia, Lithuiania and Poland come under German Occupation. Russia loses 26% pop, 32% arable land, 33% manufacturing and 75% of coal and iron. “We gained a little time, and sacrificed a great deal of space.” (Lenin) War Communism – Realities of forthcoming civil war and loss of resources resulted in “Decree on Nationalisation” in June 1918. - Strict centralised control of all forms of economic production and distribution - Outlawing of private trade - Printing of vast amounts of bank notes. Jan b notes v 1.3m gold. By tr notes v 70k gold. Confiscation of Resources from Kulaks, rationing introduced, strikes outlawed, desertion of towns, Rural uprisings, forced mobilisation of labour.
