2. Background – CDM and DNA roles
Approves CDM projects and facilitates voluntary participation at National level
A request for registration can be submitted once Letter of Approvals (LoAs) are obtained from the DNA of each Party involved
LoA confirms that projects assist the Party in achieving sustainable development in the country

3. Scope of Article 6 of the Paris Agreement
Recognises that Parties may choose to voluntarily cooperate in the implementation of their NDCs to allow for higher ambition, and promote sustainable development and environmental integrity

5. Key milestones in implementing decision 1/CP.21 on Article 6
Article 6 work programmes launched in May 2016 to address three parts of the Article:
Cooperative approaches – guidance
Article 6.4 mechanism – rules, modalities and procedures
Framework for non-market approaches – work programme, draft decision for consideration and adoption
December 2016 was the first meeting of the parties to the Paris Agreement, in Marrakech, and they agreed to forward outcomes from the Paris work programmes for adoption in December 2018.
Parties continued work in May 2017 and in November 2017, Parties will meet again to discuss implementation of Article 6 work programmes

6. Participation of a National Authority designated by the Party

The draft Text has NOT been agreed yet and the draft elements of Guidance/Rules and M&P have been proposed by the Parties through informal document that will be discussed in the upcoming negotiations.
Cooperative Approaches:
Proposal on participation requirements for host Parties: Para 23(d) states that it has designated a national authority/focal point and has communicated that designation to the secretariat
The Mechanism:
Proposal on participation requirements for host Parties and for transferring, acquiring and using ERs: Para 24 (d) and 30 (c) states that it has designated a national authority for the mechanism and has communicated that designation to the secretariat

Non Market Approaches:
Proposal on participation requirements for host Parties : Para 18 states that any Party may establish its own governance arrangements for the framework in order to implement the framework and supervise its national work programme under the framework within the Party.

Role similar to the current functions (SD benefits, SB etc) or can even have much broader scope.
More decentralization option in Art 6.4, would have more roles for DNA like structure at host party.
DNA in centralized function, would have similar role to what they are playing in CDM

We should avoid giving too high expectation on the role of DNAs/Parties, as the relevant elements in the informal note are still just some ideas. So, mention that these are possibility or just ideas proposed by some Parties
At this stage, the term “DNA” should not be used for Art. 6. Possible roles of Parties are more appropriate.
Possible roles of DNAs/Parties on 6.8 are completely missing in this presentation. This needs to be mentioned to balance the presentation
