3 SoonerSafe Program Annual Individual Safe Room Rebate Program open to ALL Oklahoma Homeowners Covers Citizens Who Would Not Be Able to Participate Due to NO Local Hazard Mitigation Plan

4 WHO Is Eligible to Participate?
Must be Homeowner (No Renters) Single Family Residence (No Duplexes) Must Be Primary Residence Only ONE Rebate Per Household Must Be Installed @ Address On App Reimburses Homeowner 75% of Total Cost NOT to Exceed $

5 Environmental Agreement
Special Environmental Agreement Negotiated For I.S.R. Programs If House Not Built Before 1890 If NOT Located in Historic District Will Build Safe Room Within 100ft of Foundation of Home ** JURISDICTION WILL NOT HAVE TO PERFORM HISTORIC OR ARCHEOLOGY DETERMINATIONS.

7 Guidelines of Safe Rooms in Floodplain?
ONE Property in Floodplain Will Hold Up Your Entire Program/Grant App Will Need to Work w/Local FPA on One on One Basis to Meet All Criteria Homeowners MUST Have Flood Insurance Already in Effect When Joining SR Program Must Agree to Keep Flood Policy for LIFE of S.R. Can ONLY install ABOVE Ground Safe Room

May Require Flood Plain Permit Homeowner, Sub-Grantee, & Local Floodplain Administrator Will Work w/ Grantee & FEMA to Ensure ALL Requirements Fulfilled Before Installation Local Jurisdiction Could Be Required to Complete 8-Step Process for Projects in Floodplain

OUTSIDE Coastal High-Hazard Area or Areas Subject to High-Velocity Wave Action OUTSIDE Areas Seaward of Limit of Moderate Wave or Coastal A Zone OUTSIDE Floodways

NOT Located in Areas Subject to Coastal Storm Surge Inundation Associated w/ Category 5 Hurricane NOT Located in a Flood Hazard Area Where Flood Waters Have Potential to Endanger Occupants Within the Safe Room Residential OR Non-Residential S.R. Design & Planning Should Be Conducted According to 8-Step Process Mandated By Executive Order 11988, Floodplain Management

Siting of Structures containing SR in SFHAs is NOT A Desirable Option Should Be Avoided Except In Special Circumstances Must Consult w/ Local & State EM Officials FEMA Must Conclude NO Other Feasible Option
