This message from Germany to Mexico proposed an alliance against the United States; promised the return of New Mexico, Arizona, and Texas to Mexico. 2 Selective Service Act B. Refers to German submarines. 3. Great Migration C. This instituted a draft, greatly increased the size of the American military. 4. Espionage and Sedition Acts D. Refers to the movement of African Americans to the North and Midwest during and after World War I for jobs in defense factories. 5. Zimmerman Note E. These World War I-era laws made it a crime to speak out against the government and/or the war.
