RFA Timeline Proposals must be submitted before Thursday, April 21, 2016 at 4:00PM. Successful applicants will be notified during the week of May 9, 2016. Site supervisors attend a training between May 16 and June 10, 2016. Project Period: May August 2017. Member service will begin September 2016 and continue through August 2017. Washington Reading Corps Member Profile
*Foundational Reading Skill Tutors Serving Students in K-6, who are eligible to receive Tier 2 literacy support WRC K-6 Members will support reading tutoring activities, Support and plan activities throughout the day Engage families with family activity event development Recruit volunteers to serve throughout the program *Early Literacy Support Pre-K Children WRC EL Members will support literacy activities Organize and plan activities throughout the day Engage families with literacy development IMPORTANT Members cannot supplant staff duties or positions. Members must serve as a supplement to fully staffed classrooms and programs. Orientation Tutoring Intervention Program Washington State Learning Standards (CCSS – ELA) Classroom Management Systems Volunteer Recruitment Plan Family Literacy Engagement Plan Extended Reading Support Programs Other Trainings A complete training plan should introduce members to your site’s climate and culture as well as to the essential foundations for reading development. Successful applicants will need to provide a detailed schedule outlining who will lead the trainings and when the trainings will be held as well as the materials that will be used to train the members. Orientation includes the site culture, professional expectations, site safety, communication, channel for questions Tutoring/Intervention training includes what core programs are used and what intervention programs are used and how to use them, data collection training and monitoring, strategies for the school’s diverse learners. Member Utilization How will members support your site’s goals? What is your plan for the recruitment and mentoring of members? What is your plan for members during the summer months and breaks? Program Goals & Data Collection
Performance Measures Per Member Goals Using your estimate in question 2 above, identify the number of students each member will tutor during the school year (WRC program target is 40 students per member or 20% of total enrollment in targeted grade levels.) Anticipated number of students who will complete the WRC program (WRC program target is 35 students per member or 87.5% of targeted students per member goal above.) Anticipated number of students who will make benchmark or grade level (WRC program target is 25 students per member who will make benchmark or grade level.) CEDARS CODING The Comprehensive Education Data and Research System (CEDARS) is a longitudinal data system managed by OSPI to collect, store and report data related to students, courses, and teachers in order to meet state and federal reporting requirements, and to help educators and policy makers to make data driven decisions. For the School Year, when students are referred for WRC tutoring, the site will use the new CEDARS code 44 – Washington Reading Corps Literacy Support – to identify students that receive support from WRC members. The process for adding information to student records stored in CEDARS depends upon the district and is not dictated by OSPI or the WRC. Family Literacy Engagement
Number of Planned Activities (a minimum of one event is required) Anticipated number of Attendees Successful applications will select reasonable goals for engaging families in innovative or unique literacy events, based on the demographics of the school/site. The plan will demonstrate evidence that the Member will be involved in the planning, organizing, and administration of the event(s). When filling out the table, please consider the following: Existing outreach efforts Number of members requested Size of school Address SUSTAINABILITY – Could you do it without your Members? Would you keep your volunteers, literacy nights, and increased student growth based on the people you currently employee? What are some ways these Members assist your school. Site Responsibilities & Expectations
Mandatory Supervisor Trainings May-June Member Recruitment and Enrollment Member Training Member Support and Mentoring Data Collection and Reporting Communication Member Placement Fee Memo of Understanding (MOU) Updated Member placement fee is $3500 this year. The MOU is our programs legal contractual document/ agreement that awarded sites commit to at the beginning of the term(due in June). Updates this year will address member completion and retention requirements. Member placement fee will not be pro-rated for any member who terminates service early. However, if a member terminates prior to serving 15% of their full-time 10.5 month, 1700 hour service term, there MAY be an opportunity to refill the position in January.
