Wajir County Climate Change Act 2016
An Act of the County Assembly – Wajir Came into force in April, 2016 2nd Climate Change Act to be enacted in Kenya and in Africa The Act is Envisaged to address Climate Change issues in the county The Act is a legal document – can be ratified by the relevant authority

Key provision Establishes Climate Adaptation Fund (CAF) – pulled basket – governments and other donors Ring-fence 2% of the County development budget to climate change. Creates avenue for accessing International Climate Funds e.g. Global Green Fund, Climate Adaptation Fund etc. Creates multi-stakeholders CAF structures (committees) – County, National, NGOs, CBOs, Community. Promote community participation in planning and in budget making process of all public investments Encourages community involvement in monitoring of projects – bottom up approach

County Climate Change Steering committee
Composition Governor/Deputy as the chair person CEC Environment Energy and Natural Resource CEC Finance and Economic Planning CEC Water CEC Health and Sanitation CEC Agriculture, Livestock and fisheries One Rep. NGOs dealing with climate change issues One Rep PBO dealing with climate issues in the County 2 National Government Agencies – NDMA/KMD/NEMA Rep of a County professional body Rep of County Business community body -This includes funds for adaptation, county and ward level adaptation planning committees, climate information services, and methodologies for conducting resilience assessments, resource mapping and Tracking Adaptation and Measuring Development. -This includes the passing and enforcement of byelaws. -Business plan and an accountable board.

Functions and mandates of WCCCFSC
Provide overall guidance for the development of County Climate Finance Framework. Facilitate and monitor the implementation of the Climate Finance Framework . Develop linkages for the Fund with the National Government and other stakeholders Ensure compliance of the Fund administration to the public finance management Act (PMF) under article 201 of the Constitution of Kenya; Ensure projects approved for funding conforms to the Climate Finance Framework;

Continuation of functions………..
Mobilize funding for projects, programs and activities in the Climate Finance Framework; Facilitate the coordination of Climate Finance projects and programs with other programs in the County; Prepare a Climate Change Awareness strategy for the County; Approve the County level proposal/disbursement by the Fund Administrator Regularly review the County Climate Finance Framework; Any other matter relevant to Climate Finance in the County.

FUNCTIONS OF CCCFPC Develop project eligibility criteria Compile approved projects and budgets Ensure need based allocation of resources Manage the administrative cost of the fund Oversee the execution of the climate budget Provide monitoring and evaluation tools Provide linkages for climate actors Coordinate research for climate change issues

Consult and receiving project proposal from community Develop the proposal’s technical components Monitoring the implementation of the projects Procuring goods and services for the projects Preparing budgets at ward level Prepare ward level project reports

PROJECTS IMPLEMENTED UNDER WCCCF ACT, 2016
2016/17 FY 54 Million from ADA consortium Implemented 12 pilot projects in 12 Wards No contribution from WCG (end of FY) 2017/18 FY 20 projects in 20 wards in progress Tenders and LSO given Site handover done and projects are ongoing Total 96 million County Contribution: 80 m (2% of development budget) Donor Contribution: 16 m from Swedish International Development Agency through ALDEF Nature of projects: Hybrid Solar pumping systems in community boreholes , and water related projects (fencing, water reticulations and desilting)

Challenges Inadequate funding for climate projects
Poor coordination among climate change actors Lack of awareness of the effect of climate change on natural resources Lack of capacity and low literacy level of the lower committee. Vastness of the county.

Recommendation Mainstream climate change into county planning and budgeting Innovate ways to reduce the impact of climate change on the resilience of community Proper stakeholders engagements and coordination Community participation in implementation, monitoring and evaluation of climate change projects Improve the effectiveness of the Climate change Act of 2016 through amendments
