Exception No. 1: Door-locking arrangements without delayed egress shall be permitted in health care occupancies, or portions of health care occupancies, where the clinical needs of the patients require specialized security measures for their safety, provided that staff can readily unlock such doors at all times. NFPA 101: Allowed only where permitted by the Occupancy Chapters (12 thru 42) Allowed only in buildings with approved Smoke/Fire Detection Systems or Supervised Sprinkler systems Doors shall unlock on actuation of detection system or sprinkler system Doors shall unlock on loss of power to the lock or the lock controlling mechanism An irreversible process shall release the lock within 15 seconds upon application of a force to the release device that shall not be required to exceed 15 lbf nor be required to be continuously applied for more than 3 seconds. The initiation of the release process shall activate an audible signal in the vicinity of the door. Once the door lock has been released, relocking shall be by manual means only. Compliant signage is required adjacent to door that reads, PUSH UNTIL ALARM SOUNDS DOOR CAN BE OPENED IN 15 SECONDS NFPA 101: (4) requires emergency lighting at the locked door.

Identify differing locking types, devices and other equipment.

LOUISIANA DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONS OFFICE OF STATE FIRE MARSHAL, CODE ENFORCEMENT AND BUILDING SAFETY Special Locking Arrangements in Health Care Occupancies REQUEST FOR EXEMPTION LETTER FROM THE OWNER DESCRIPTION OF THE WORK IN THE BUILIDNG Requires unlocking upon loss of power to the locking/releasing device Requires unlocking on activation of Fire Alarm system. Requires remote release of locking, and permanent signage at release location indicating remote control functions. Automatic relocking is prohibited. A specific action must be taken at the remote release station to re-engage the locks. Locked doors not in direct view of the remote release station shall have a manual mechanical means of unlocking the door. Locks must be keyed alike and keys shall be carried by staff at all times Provide reason that the locking is necessary for patient safety. Identify the staff/patient ratio in the secured area.

LOUISIANA DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONS OFFICE OF STATE FIRE MARSHAL, CODE ENFORCEMENT AND BUILDING SAFETY Special Locking Arrangements in Health Care Occupancies REQUEST FOR EXEMPTION LOCKING SYSTEM CONTRACTOR / FIRE ALARM SYSTEM CONTRACTOR Identification of a properly licensed Locking Contractor and a properly licensed Fire Alarm Contractor allows use of the single Access/Delayed Locking Systems “Request for Exemption” form and fee. Identification of a licensed Locking Contractor ONLY, will require submission of an additional Fire Alarm Exemption Request form and fee to insure that a licensed Fire Alarm contractor is making proper connection of the locking system to the Fire Alarm system. The second form may be submitted simultaneously with the first, OR if submitted afterward shall reference the approved locking PO#, or denial will most likely result.
