LEPC Duties & Responsibilities
Meet funding requirements 7 annual requirements Non-compliant counties are not eligible for LEPC/HMEP funds Develop, manage, and execute emergency response plans dealing with accidental chemical releases Facilities Commodities flowing through counties (i.e. roadways, railways, pipelines, & waterways) Community Right to Know Distribute information to the general public (i.e. LEPC meetings, locations, times & facility information) 3 10/18/2017

January 31: Upload legal notice & meeting schedule Include the dates, times and locations March 1: Input annual roster Updates only March 1: Input annual fiscal report & upload auditor’s report March 1: Input bylaws Ensure the bylaws are signed & dated with the current year March 1: Input annual exercise proposal 4 10/18/2017

6. 30 Days After Exercise: Input annual exercise final report December 31st for December exercises 7. October 17: Upload plan and/or plan updates 8. Two Months After Each Meeting: Upload Minutes & Sign-In Sheets March 1 for November & December meetings in preceding year Four yearly meetings minimum with a quorum of rostered members (>50% of members) Minimum of two meetings January thru June Minimum of two meetings July thru December 5 10/18/2017

Annual Exercise Requirements
Must be HSEEP Compliant Must be approved by designated IDHS staff In lieu of NEXS Number Must address LEPC hazardous materials plan Must use approved vendors ONLY (if contracted) Must be preceded by exercise proposal Must be followed by completion report 6 10/18/2017

LEPC Fund Allocation & Appropriation: (Sept. 30, 2010, SBOA Letter)
Must be appropriated in accordance with IC (d). Must submit budget to county fiscal body for approval. Must be approved at a legal meeting. Must be approved at meeting with quorum of members. Must be approved by an LEPC majority vote. 7 10/18/2017
