Compare Counties Whites New Sentences
For whites, Kenosha leads the way by a large margin, followed by Racine. Milwaukee is the pink, it is rising. The state average, the red, rose in the mid 1990s and then fell. The green is the “Wisconsin balance” outside the six counties. Down at the bottom are Dane County, yellow (which has falling white imprisonment rates) and Waukesha purple, modestly rising rates.

Black new sentences. The purple is Waukesha, then Kenosha, then Dane. Notice that Milwaukee is lower than the state average. The green line is the Wisconsin balance, outside these counties: it is rising substantially for blacks.

These are the black/white disparities. Notice that Kenosha moves to the bottom along with Milwaukee & Racine: it is high for both blacks & whites. The racial disparity winners are Waukesha & Dane counties. Note that the Wisconsin total disparity rose from about 18 in 1990 to 22 in The Wisconsin Balance grew from about 15 in 1990 to 36 in 1999.l

These are violators only, whites rising substantially throughout the decade in all counties, Kenosha & Rock lead the way, followed by Racine. Milwaukee has had a substantial rise.

Black violator admissions rising more quickly than white, across all counties. Again, Milwaukee is at the bottom.

These are the racial disparities in admissions for probation/parole violations. State total rising from about 13 to 21. Wisconsin balance rising from about 14 to 33. Dane County started at 30, almost reached 50 in 1996, declining back to 40. Waukesha off the charts.

Notice that the big differences are in 1) Intent to deliver drugs especially (also a big ratio for drug possession; less so for manufacture/deliver. 2) Theft/fraud. 3) Public order. 4) Armed robbery and burglary. 5) Among violent crimes, homicide is higher in Milwaukee, all assault types higher in Madison, especially “other” assault.

By contrast, for whites, Milwaukee has higher imprisonment rates, especially for the drug offenses. Also for “other assaults,” other robbery, and public order offenses.
