It does not have a plot, which would make it a story, but it does reveal something about the elements in it
It may reveal character, or mood, or tone

3. It may have a theme or idea of its own that it wants to convey
It is the description of the scene or character that is important
For example, Sandra Cisneros’ novel The House on Mango Street is written in a series of vignettes

the arrangement of two or more ideas, characters, actions, settings, phrases, or words side-by-side or in similar narrative moments
Juxtaposition is a literary technique in which two or more ideas, places, characters and their actions are placed side by side in a narrative or a poem for the purpose of developing comparisons and contrasts.

5. Juxtaposition
Used for the purpose of comparison, contrast, rhetorical effect, suspense, or character development
Juxtaposition is like the “father” of an oxymoron, but is not the same thing. Oxymoron is something like “fiery ice” or “pretty ugly”. An oxymoron is a type of juxtaposition.
Juxtaposition can be done in any form: writing, pictures, the senses, etc.

Q: What does juxtaposition mean?
A: Juxtaposition is a circumstance where two unlike things are next to one another. It has a quality of being unexpected. A teacup and its saucer are expected. A kitty cat who is reflected in a mirror looking like a Lion is not. 

7. Why on earth would anyone need Juxtaposition??!?
The formal definition is: To place side by side, especially for comparison or contrast.
So basically, a person would use juxtaposition if they wanted you to see how much of a difference there is between two things. This can help understand the subject being contrasted in a new light.
