State CEQA Guidelines Section 15307 Actions by Regulatory Agencies for the Protection of Natural Resources Adopt a 20% Water Conservation Target compared to Calendar Year 2013 Adopt Level 1 Supply Shortage Implementation Pursuant to Pasadena’s Water Waste Prohibitions and Water Supply Shortage Plans Ordinance (PMC Chapter 13.10) Municipal Services Committee approved the recommendation on March 14, 2017

3 Executive Summary Impact of the Drought Continues
February 8, 2017 – State extended the Drought State of Emergency November 2016 – State released a draft plan for “Making Conservation a Way of Life” Continue to Build on Conservation Success June 1, 2015 – City Council adopted: Level 2 Water Supply Shortage Plan (watering 2 days/week summer; 1 day/week winter) 28% reduction compared to 2013 usage Although water supply conditions have improved the impact of the drought continues State emergency water conservation regulations extended through November 2017 State is strengthening long-term water conservation planning State continues to evolve policy supporting water use efficiency and conservation as a way of life in California Pasadena has conserved water at unprecedented levels and must continue to build on conservation success A 20 percent voluntary conservation target maintains water conservation levels and positions Pasadena for compliance with “20x2020” requirement in SB X7-7. Level 1 Water Shortage Plan keeps Pasadena aligned with California policy; aligns with neighbor agencies; and builds on water conservation efforts.
