8. AGE REQUIREMENT
Merit badges, badges of rank, and Eagle Palms may be earned by a registered Boy Scout, Varsity Scout, Venturer, or Sea Scout
He may earn these awards until his 18th birthday
Any Venturer or Sea Scout who achieved the First Class rank as a Boy Scout in a troop or Varsity Scout in a team may continue working for the Star, Life, and Eagle Scout ranks and Eagle Palms while registered as a Venturer or Sea Scout up to his 18th birthday 8

9. ESRA – REQUIREMENT 1 Registered in unit (fees are current)
Requirement: Be active in your troop, team, crew, or ship for a period of at least six months after you have achieved the rank of Life Scout – meets unit’s reasonable expectations
He has not been dismissed for disciplinary reasons
Instructions: To ensure completion, calculate difference between Life Scout Board of Review date and when the last Eagle Scout rank requirement was complete 3 6 7 9

10. ESRA – REQUIREMENT 2
Requirement: Demonstrate that you live by the principles of the Scout Oath and Law in your daily life. List the names of individuals who know you personally and would be willing to provide a recommendation on your behalf

11. LETTERS OF RECOMMENDATION
Minimum of three letters of recommendation from those listed on the ESRA
Additional letters may be provided over the minimum
Responses should deal with the Scouts character fitness and qualifications to be an Eagle Scout
Sealed and unopened letters are provided to the designated person
Letters are only viewed by members of the EBOR
Letters are not returned to the Scout or the unit leader 11

12. ESRA – REQUIREMENT #1
Requirement: Earn a total of 21 merit badges (required badges are listed). List the month, day, and year the merit badge was earned.
Instructions: Use Member Unit Advancement Summary (MUAS) report from your troop Internet Advancement person to complete this section
Fill in month, day, year, and Unit No. for each merit badge earned
Reconcile differences between blue cards, advancement software, Scout Handbook, advancement reports, etc before continuing 12

16. ESRA – REQUIREMENT 4
Requirement: While a Life Scout, serve actively for a period of six months in one or more of the following positions of responsibility. List only those positions served after the Life board of review date.

17. ESRA – REQUIREMENT 5
Requirement: While a Life Scout, plan, develop, and give leadership to others in a service project helpful to any religious institution, any school, or your community.

18. ESRA – REQUIREMENT 5
The work on the service project must be completed before the Scout’s 18th birthday
Completing the report can be done after the Scout’s 18th birthday but prior to the EBOR

Optional: A signed letter from the benefiting organization indicating work was satisfactorily completed 18

19. ESRA – REQUIREMENT 6
Requirement: Take part in a unit leader conference
e.g., Scoutmaster, Coach, Advisor, or Skipper
Instructions:
This date must be before your 18th birthday
Doesn’t need to be the last completed requirement 19

20. ESRA – REQUIREMENT 7
Requirement: Successfully complete an Eagle Scout board of review. In preparation for your board of review, prepare and attach to your Eagle Scout Rank Application a statement of your ambitions and life purpose and a listing of positions held in your religious institution, school, camp, community, or other organizations, during which you demonstrated leadership skills. Include honors and awards received during this service. 20

21. ESRA – REQUIREMENT 7 Instructions
Can be completed after 18th birthday, but before Board of Review!
Ambitions and Life Purpose (looking forward):
Ambitions includes your strengths, passions, interests, thoughts, dreams, and desires
Life Purpose is “why are you here?”; how and why do you fit into the community and society
Leadership, Honors, and Awards (looking back)
Positions held include memberships in ALL activities, including Scouts, community, school, clubs, groups, teams, or other organizations
Honors and Awards are all those you have received and want known by the Board 21

22. CERTIFICATION BY APPLICANT
“On my honor as a Boy Scout, Varsity Scout, Venturer, or Sea Scout, all statements on this application are true and correct. All requirements, with the exception of my board of review, were completed prior to my 18th birthday”.
Scout should sign before the Unit Leader and Committee Chair signatures 22

23. UNIT APPROVAL
These signatures indicate the unit leader and unit committee chair have made every effort to verify the accuracy of the information
All three signatures should be on the application before conducting the verification process and Eagle Board of Review
There are exceptions!

24. DER - ESRA VERIFICATION
Meet with District Eagle Representative (DER) for administrative review of completed Eagle Scout Rank Application before submitting to NCAC for Verification
DER responsible for verifying completeness and accuracy of information listed on ESRA
Unit-provides hard copies of the Scout’s Internet (1) Member Unit Advancement Summary (MUAS) Report and (2) Individual Troop Record to the DER to verify.
NOTE: Not all of the necessary info for verification is contained in the MUAS.

26. NCAC VERIFICATION OVERVIEW
Upon ESRA review by the DER, the DER should to the troop the reviewed ESRA with a request for the troop(either the Scoutmaster or Unit representative )to forward the to NCAC. Note: This is not the responsibility of the Scout.
Troop to submit by only the ESRA to Margee Egan, NCAC.
NCAC conducts further review of Scout’s Eagle Scout Rank Application
NCAC verifies all information listed on ESRA against data in ScoutNet
NCAC will back to the troop a notice that ESRA has been reviewed and troop may conduct Eagle Board of Review for Scout
Signed NCAC verification must be attached to the ESRA
NCAC verification MUST be completed and delivered to troop before conducting an EBOR 26 26

27. EAGLE SCOUT BOARD OF REVIEW (EBOR)
The Guide to Advancement sets the standards for conduct for an Eagle Scout Board of Review
In the NCAC, responsibility for upholding this standard is delegated from the council to the district
As a result, a qualified District Eagle Representative must be a member of all Eagle Scout Boards of Review conducted in the NCAC 27

28. EBOR SCHEDULING AND PREPARATIONS
Districts typically offers two opportunities for unit level Eagle Boards of Review:
Administered Monthly (offered on a specific day of the month, e.g., 3rd Friday), or
By individual appointment
It is preferred that Scouts be in full field uniform for their EBOR
Merit badge sashes should display the proper merit badges
Order of the Arrow sashes are not appropriate since this is not an OA function
Prior to the actual board of review, members will
Review the application
Review the project
Review the letters of recommendation

29. EAGLE BOARD OF REVIEW RESPONSIBILITIES
Two-fold purpose:
To determine the quality of the Scout’s experience; and
Decide whether the Scout has fulfilled the requirements for the rank
Following the Board, members form a subjective evaluation of the candidate based on all materials

30. WHAT HAPPENS AFTER EBOR?
When you are recommended by your Eagle Board of Review then what?
The ESRA packet is taken to the NCAC Scout Service Center for processing
The application is forwarded to BSA’s Eagle Scout Service Division for final review and approval ~ 2 weeks
Are you an Eagle Scout?
Not quite - you are not an Eagle Scout immediately following the recommendation of your EBOR
However, when your credentials are received from BSA, you are an Eagle Scout 30

31. THE COURT OF HONOR
Eagle candidates, their parents and the unit should plan a fitting Court of Honor to recognize the achievement
Schedule a date only after the credentials are received from BSA 31
