4 New Federal Legislation
Public Law , 2008 Protecting Children in the 21st Century Act Broadband Data Services Improvement Act Receive federal e-rate discounts “Educate students … about appropriate online behavior, including interacting with other individuals on social networking sites and in chat rooms and cyberbullying awareness and response.” Districts receiving e-rate money fro internet access must incorporate this education SUSD 2009

5 California Legislation
Chavez Bill, AB Ed Code section “to educate pupils and teachers on the appropriate and ethical use of information technology in the classroom, Internet safety, avoiding plagiarism, the concept, purpose, and significance of a copyright…” Bill passed in 2007 Changed the Ed Code SUSD 2009

6 California Legislation
AB 86 Ed Code section regarding suspension “A student …engaged in an act of bullying, including, but not limited to, bullying committed by means of an electronic act, as defined in subdivisions (f) and (g) of Section 32261, directed specifically toward a pupil or school personnel. “ In January of 2009 this became part of the Ed Code and the district responded with a Board Policy SUSD 2009

7 Why Cyberbullying and not Predators?
Predators grab the headlines, but Research shows online predators not major issue Victims tend to be ‘at risk’ students Those most willing to discuss sex, exhibit risky behavior SUSD 2009

8 Cyberbullying Bullying via the Internet, mobile phones or other cyber technology. This can include: Sending mean text, , or instant messages Posting nasty pictures or messages about others in blogs or on Web sites Using someone else's user name to spread rumors or lies about someone we SUSD 2009

10 Why Cyberbullying and not Predators?
Most ‘damage’ - by peer to peer interaction 18% of students gr. 6-8 – cyberbullied in last month 11% of students gr. 6-8 – cyberbullied someone else 19% [ages 10-17] involved in online aggression 15% aggressors 7% targets 17% [ages 6-11] received threatening or embarrassing comments 36% [ages 12-17] received threatening or embarrassing comments Suicides increased Cyberbullying increasing – doubled from 2000 to 2005 Some high profile suicides – Ryan Halligan – where parents have made it their mandate to ensure students and parents are aware of the effects of electronic bullying SUSD 2009

Update Board Policies Student Discipline BP Student Use of Technology BP Employee Use of Technology BP 4040 New AUP signed by all staff in Revise Technology Plan in Address federal and California requirements Ed Code Section section a-e SUSD has updated / added Board Policies to reflect the new legislation AUP - All students and staff will be presented with an AUP to sign New tech plan must show that SUSD is addressing the legislation – to educate and inform students and staff about internet safety, ethical use, copyright SUSD 2009

Sexually explicit or offensive, violent or encourages activities that are dangerous or illegal Extreme political, violent, racist or sexist views Potentially harmful or disturbing for children and young people At the elementary level, our main concern is threefold” Inappropriate Content Contact conduct SUSD 2009

I linked all of them but you may only want to visit 2 or 3 ALL SUSD students and staff have access to: netTrekker d.i. 16 Three Issues in K-6 Inappropriate Contact
People not always who they say they are Kids need to know how to recognize and protect themselves against contact with cyberbullies, hackers, phishers, and predators.  Internet is not to meet new people SUSD 2009

18 Three Issues in K-6 Inappropriate Conduct
The web feels anonymous, but… a public forum Need to be the good person online that they are when they’re offline. some students become less inhibited because they feel it is anonymous They need to be as responsible online as they are in the real world SUSD 2009

20 Site Responsibility Promote use of district provided search engines and databases by students & staff Oversee implementation of Digital Citizenship Program for staff & students as district provides training Promote parent participation in cyber safety training for parents as provided by district SUSD 2009

21 Site Responsibility Ensure students, parents & staff understand and sign new AUP Ensure Aeries is updated with student AUP Review Updates to Board Policies with Staff Provide site representation on District Technology Committee With the assistance of the curriculum dept SUSD 2009

22 Staff Responsibility Ensure use of district provided safe search engines & databases by students Begin reviewing elements of Digital Citizenship with students upon district provided training SUSD 2009
