6 Why European Standards?
Complete the Single Market Larger markets create wealth Competitiveness and technical innovation State of the Art Regional influence in global economy Export European know-how Access to the Single Market Self-development‘ for Accession countries Alternative to formal regulation Self-regulation‘ by the user and best  2007 CEN – all rights reserved 19/11/2018 6 2007 CEN – all rights reserved 19/11/2018

16 New Approach – Basic principles
Essential requirements desired outcome which must be achieved WITHOUT specifying how it should be achieved Reference to standards Standards organizations develop or approve harmonized standards EN’s set out technical specifications to meet directives essential requirements Conformity assessment policy Standards are voluntary Manufacturers do not have to follow EN IF they follow = presumption of conformity (CE marking)  2007 CEN – all rights reserved 19/11/2018 16 2007 CEN – all rights reserved 19/11/2018

17 Strengths of the New Approach
The New Approach ensures a balance between the need for regulation and voluntary industry regulation The New Approach facilitates the optimization and updating of standards The New Approach standards have been exported to many third countries E.g. escalators and lifts  2007 CEN – all rights reserved 19/11/2018

18 Creating a single market
European Directives under the New Approach regime organize some of the most important industrial sectors Over 16% of industry production in the 25 European Union countries relates to the New Approach Machinery Lifts Construction products Low voltage equipment Pressure equipment Packaging and packaging waste  2007 CEN – all rights reserved 19/11/2018

19 Harmonized Standards CEN, CENELEC or ETSI receive a mandate from the European Commission A European Standard is developed by CEN, CENELEC or ETSI Publication by European Commission and EFTA as a harmonized European Standard in the Official Journal of the European Union (OJEU)  2007 CEN – all rights reserved 19/11/2018

26 What are the major hENs sales pitch?
Guaranteed compliance with the European legislation; No notification procedure required; Less bureaucracy; State of the art; Always up to date; Recognised in 30 European Countries; EN/ISO standards  2007 CEN – all rights reserved 19/11/2018

27 What is NSBs role? Make the CEN publications available (by publication or endorsement); Have the right to distribute, sub-distribute, adjust, translate, rent, lend, derive revenue from duplication and loan… Approach customers through marketing activities (web sites) or customer relation management; Treat requests from a third party to reproduce parts of a publication in conformity with its own policy and national law. Handle requests from third Countries NSBs according to CEN policy  2007 CEN – all rights reserved 19/11/2018

28 Promotion of PE Harmonized European Standards
About 30 Technical Committees are developing hENs in the PE sector > than 200 European Standards providing presumption of conformity to essential requirements of the directive on pressure equipment (97/23/EC) are available (± 70 in dev.) Currently discussing a series of visibility projects (newsletter, fact sheet, workshops) 3 Help Desks Partner Standardization Bodies EU-China Regulatory Talks (Group 2: Standardization)  2007 CEN – all rights reserved 19/11/2018

29 EN 81: Lifts - Example of a success story
A17/B44 JIS EN81 EN81 Taken over by many non-European countries De facto global application Technical specifications providing means of satisfying the Essential Health and Safety Requirements (EHSRs) are available in Harmonized European Standards developed by the European Standardization Organisation, CEN. Application of the harmonized standards is voluntary, but when the references of these standards are published in the Official Journal of the European Union, their application confers a presumption of conformity with the essential health and safety requirements they cover. Nine European Standards are supporting the Directive like some of the ‘EN 81’ series. And on this map of the world you can see how the European Standards of the EN 81 covering many aspects of elevators such as Electric and hydraulic lifts, remote alarm systems, fire resistance of door, access for persons with disabilities is very well spread and widely adapted throughout the world!
