2. مقدمة
”تعتبر الجامعات ركنا أساسيا من أركان بناء الدولة العصرية المنفتحة القائمة على الفكر المتطور ، والتعليم الجامعي له أبعاد كبيرة وخطيرة في آن واحد لان عملية التعليم ذات أبعاد اجتماعية واقتصادية وثقافية ، بالإضافة إلى كونه عملية مستمرة ليست مرتبطة بزمان ومكان وجيل معين ، ومن هنا يأتي إدراك الواقع التعليمي فهو ليس مقصورا على جهة محددة إنما هو واجب يخص كل من يهتم بمستقبل شعبه ومصيره“

4. Richard Lester’s Model
Technology transfer fueled by regional transformations, such as Silicon Valley, the North Carolina Research Triangle, and the Boston area,
Lester’s model envisions cutting edge research leading to the development of patents and licenses, which in turn lead to new technology companies.
Creating an entrepreneurial culture in the universities however creating human capital that enhances social capital of a region are as important if not more important roles of universities this will increase the problem-solving capacity of a region
Ability of local firms to take up, apply new knowledge, i.e. ability to adapt and successfully compete in the changing market
Criticism of this model: some notable successes, however difficult to replicate and often fails large-scale success
New university-based business formation only 2% to 3% of all new U.S. business starts,
University patents only 3,700 of 150,000 total U.S. patents in a year.
More simply, significant benefits accrue simply by creating a place where talented people in a similar field can meet and discuss their research. (Mattoon. R ., 2006)

5. Role of university How? Often overlooked role
Contract research,
Faculty consulting,
Technology licensing
Setting up incubators
Providing specialized equipment or instruments
Often overlooked role
Providing public space
Hosting meetings and forums to bring investors, companies, and academics together.
Universities could be sources of codified knowledge and comprehensive references on technical standards, patents, and other criteria
University as broker between researchers and local entrepreneurs
Role of continuing education programs in strengthening local firms and supports their growth (evening MBA programs to strengthen management capacity, on-line learning)

السياسات المركزية وعدم السماح للمبادرات الفردية
الفئوية والبرامج السياسية المحددة
تعيين اعضاء هيئة تدريسية من خارج المناطق المحلية للجامعات غير مرتبطين ولا ملمين بواقع المجتمع المحلي
الاحباط النفسي والاجتماعي للاساتدة
عدم ربط الترقية الاكاديمية بخدمة المجتمع المحلي
عدم وعي الطلاب والعقلية الفردية والبعد عن الفكر التطوعي

9. دور الجامعة الرائد في التطور العلمي الهادف للتغييرالاجتماعي
تفاعل بين الاساتدة ,الكادر الاداري والطلاب من جهة والبيئة الاجتماعية من جهة اخرى الممثلة بالفعاليات والقيادات المحلية
التركيز على فئة الشباب والنساء مع تنمية المهارات الاجتماعية والدكاء الاجتماعي والعاطفي للطلبة Emotional and Social Intelligence))
تنمية الروح التطوعية لدى فئة الشباب
حث المراة على المشاركة في اللجان البلدية والمحلية عن طريق التفاعل مع طالبات الجامعة
تحسين الوضع المادي لبعض الطبقات المجتمعية عن طريق التحصيل العلمي الدي يؤدي الى وظائف عالية وكدلك وتشجيع النساء على الانتاج الاقتصادي عن طريق( Incubator project )

10. توصيات
الجامعات هي مراكز أساسية للبحوث العلمية والتطبيقية التي توصل الى تقدم اقتصادي و اجتماعي حقيقي و ثقافي وترفد صناع القرار بالخبرات والمهارات وبالتالي تصويب الأداء السياسي. (ساجد)
مشاركة الجامعات في الخطط التنموية والعمل السياسي economic impact report the case of Harvard and Princeton
ربط الترقية الادارية والاكاديمية في الجامعات بخدمة المجتمع المحلي (evidence and community -based promotion)
ربط شروط التخرج بخدمة المجتمع للطلاب
ربط البحث العلمي باحتياجات قطاعات النتاج والخدمات sisterhood projects between university departments and entrepreneurs and companies
متابعة الخريجين وتقييم اندماجهم في سوق العمل وادائهم (تقارير دورية)
  تدريب الطلاب على ممارسة الأنشطة الاجتماعية مثل مكافحة الأمية ، الإدمان ، نشر الوعي الصحي وغيرها
تشجيع الدراسات المسائية للكبار الذين لا تسمح لهم الظروف بالالتحاف بالبرامج النظامية
