Vision of Drinking Water Policy
Vision: Safe drinking water is accessible at premises, available when needed, and free from contamination on sustainable basis to whole population of Punjab in addition to acquiring and adopting improved knowledge in their daily life. The term “safe water” refers to the water complying with safely managed water services as defined in Sustainable Development Goals (SDGs): An improved facility firstly located on premises (accessibility), secondly water available when needed (available), and thirdly it should be free from bacterial and chemical contaminations (quality). Premises is a house or building, together with its land and outbuildings.

Vision of Sanitation Policy
Vision: Punjab Sanitation Policy envisions for developing a safely managed sanitation environment, for all citizens of the provinces, contributing towards high quality life in Punjab. Definition: Sanitation services refer to the principles and practices relating to the collection, removal or disposal of human excreta, solid and liquid waste with effective treatment either onsite or off-site and promotion of health hygiene practices. The safely managed sanitation services, as defined under SDGs, will include: a private improved facility where faecal wastes are safely disposed on site or transported and treated off-site; plus a hand washing facility with soap and water.

Principles- Water and Sanitation Policies
Recognises water and sanitation services as fundamental right (implicit under article 9 of the constitution of Pakistan) through providing access to safely managed sanitation services. Assures inclusiveness in terms of equitable distribution of resources and capacities to overcome geographical and gender disparities, vulnerability and income inequities for safely managed water and sanitation services. Warrants appropriate resource allocation for safely managed sanitation services with delegation of responsibilities and accountabilities to local bodies and institutes. Develop and adopt low cost technologies in water and sanitation, those are easy and cost-effective to operate and maintain for scaling up in the province will define vibrant O&M strategy at the design and approval stage.

Principles- Water and Sanitation Policies
Implement a multi-sectoral approach, involving different departments of government and other stakeholders, for assuring provision of safely managed sanitation services. Involve and engage women and other vulnerable groups in planning, implementation, monitoring and operation & maintenance of safely managed sanitation services. Underpins the Sustainable Development Goals (SDGs) with key emphasis on SDG 6 along with contributing other goals: No Poverty; Good Health and Well-being; Gender Equality; Reduced inequalities; Sustainable Cities and Communities; Responsible Consumption and Production; Climate Action; and Life on Land. Underpins total sanitation, while realigning Pakistan Approach to Total Sanitation (PATS) with SDGs, to achieve safely managed sanitation services. Institutionalize component-sharing model where viable, in which community and Government shares resources for safe sanitation services

Key Policy Initiatives-Reforms & Governance
Redefine the role of HUD&PHED, LG&CDD, Irrigation and EPD Ensure effective implementation of Provincial Local Government Act 2013 A ‘Municipal Water Commission’ as a pat of Punjab Water Commission shall be created for regulatory functions to cover: (i) compliance with environmental regulations and monitoring of water quality and effluent ; (ii) surface water use and groundwater abstraction; (iii) tariff setting; (iv) providers’ performance; (v) rationalisation of competing uses of water; and (vi) protection of customer interest

Key Policy Initiatives-Service Delivery
Urban WASH- Utility management approach for major cities of Punjab and municipal management for intermediate and small cities Rural WASH- rural areas, promote and facilitate Private Operator (PO) or Co-management models and Develop and Implement an Operation and Maintenance (O&M) Service Contract model Develop and Implement Water Quality Monitoring & Surveillance Framework and Establish Waste Water Treatment Plants for municipal sewage/ waste. The Environment Protection Department (EPD) of Punjab Government will lead on the implementation and monitoring of Punjab Environmental Quality Standards for Drinking Water 2016 and Punjab Environmental Quality Standards 2016

Key Policy Initiatives- Financing, Reporting and Partnerships
Safe water part of public health services as reflected in Punjab Health Sector Plan and Punjab Multi Sectoral Nutrition Strategy. Develop and implement WASH in School Strategy for Punjab and Integrate MHM in schools and communities with low effective marketing. Devise and implement a resource distribution formula for WASH funds at the district and regional levels- By 2020, ensure that minimum 10% of provincial ADP. Further, allocate 30% of development funds transferred to local councils for WASH related interventions. Empower the Program Management Unit (PMU) with clear mandate of coordination with stakeholders and reporting- Develop and implement a human resource development strategy Develop and implement a comprehensive management information system (MIS) for WASH based on real time entry
