8 Community Assessment Archival photo courtesy of the Museum of New Mexico The purpose of the community assessment is to identify the guiding principles and vision regarding local planning and development as spoken and expressed by the community.

9 Community Vision Statement
To implement a planning process that is directed by community needs and encourages participation from all sectors of the community. The goal of this process is to create and implement community land use planning that : Inspires the imagination and creativity of the community, Respects the values of the community and the cultural preservation of T’áá Dinéji, Results in good community and good home life for residents, service providers and visitors, Provides for the needs of today and also anticipates the needs of the future, Is wholistic in approach and provides for all sectors and all areas of the Chapter in a way that is equitable and fair, That maximizes resources and generates new resources which can be invested in the community, and Respects, protects, and regenerates the land and the environment.

10 CLUPC Mission Statement
Using the resources of the community, the To’nihalii’ Community Land Use Planning Committee will work together and maintain communication with the public and the community to conduct planning that meets the needs of today as well as anticipates future needs.

11 Community Goals and Objectives
To’nihalii’ needs an action plan to develop a community wastewater management system. Water quality also needs to be addressed along with the provision of domestic water to all parts of the Chapter area. Some areas of the Chapter do not have electrical service – a conceptual electrical utility plan which includes alternative sources of electrical power is critically needed.

12 Community Goals and Objectives
A road plan needs to be adopted to improve roads and create new roads to serve the Chapter area. To’nihalii’ needs a center where residents can go to one location for help. The Chapter needs to create a community which will serve community needs.

13 Community Goals and Objectives
A long term housing plan is needed which will address existing housing shortages, special needs housing, veteran, and housing to serve a growing population. Housing is critical to community’s development plans. Land restoration projects are critically needed in the areas particularly the grazing areas within the community.

14 Community Goals and Objectives
Economic development which supports the creation and sustainability of Navajo owned small business is critical to the Chapter’s overall economic health. A long term community and economic development plan is need for the growth of the community that will benefit the people.

15 Open Space Plan The purpose of the Open Space Plan is to preserve for the current and future community certain areas of land to be retained in a natural state or developed for recreational purposes.

16 Open Space Plan This plan will help the community make decisions regarding: Allocation of resources for recreation uses Economic development opportunities Areas of land reserved for grazing use Areas which need special protection so that they can be kept in a natural state Areas of land which needs special protection because of their importance to traditional practices

18 Land Use Plan The purpose and use of the Land Use Plan is to help communicate a vision for the future growth and development.

The land use plan considers community land needs for housing, grazing and agriculture, commercial and industrial development and public purposes. The land use plan considers community land needs for housing, grazing and agriculture, commercial and industrial development and public purposes. New zones include: Grazing/Agricultural/ Livestock Traditional/Cultural Preservation Open Space Parks and Recreation Residential – Family Clusters Community Uses Churches Public Utility Landfill/Solid Waste Sand and Gravel Cemetery

23 Thoroughfare Plan The purpose of the Thoroughfare Plan is to provide a system of and a design for: Existing and proposed major roads To distinguish between limited access, primary and secondary thoroughfares, To relate major thoroughfares to the road network and land uses of the surrounding area.

The purpose of the Community Facilities Plan is to show the location, type, capacity, and area served of: Present Projected and Required community facilities These may include, but are not limited to: Recreation areas, Schools, Libraries, and Other Public Buildings

This plan will help the community make decisions regarding: Allocation of resources for community facilities and services, Economic development opportunities related to community services, Areas of land to be allocated to public serving uses, and Location of needed public serving and community facilities.

29 Community Facilities Priorities
The Plan covers a wide range of community facilities including priorities for: Early Childhood Education/Day Care Health Clinics and Medical Services Youth Services Post Office Government Facilities Housing Education

30 Other Future Community Facilities

31 Infrastructure Plan The purpose of the Infrastructure Plan is to plan for the future expansion of utility lines and service to meet current needs and future growth needs. Utilities include: Domestic water Agricultural and livestock water Waste water Electrical power Natural gas Solid waste management

32 Infrastructure Plan This plan will help the community make decisions regarding: Allocation of resources for utility extensions and maintenance, Location of new facilities related to utilities and buildings, and Planning for new building projects and community growth.

33 Infrastructure Priorities
Immediately find funding and start planning for sewer lagoons and replacing the septic tanks that are deteriorating. Immediately begin coordination with surrounding Chapters to create plans to preserve and protect the watershed area. Expand the service and improve the water quality for the area. Create a community water system for the community. Create a plan to improve electrical service and to increase the capacity in the Chapter tract. Create plans for alternative energy sources.
