Short History of IECEE IECQ History IEC Origins “When you can measure what you are speaking about, and express it in numbers, you know something about it; but when you cannot express it in numbers, your knowledge is of a meagre and unsatisfactory kind ” - Lord Kelvin (1824–1907) Lord William Thomson Kelvin was the founding father of the IEC. Like many who followed him, Lord Kelvin understood the value created by testing and measurement. Standards provide ideal numbers, testing and measurement provide actual real numbers. Short History of IECEE IECQ History Genesis 1950s & 60s Defence industry’s need for consistent standardized components Civil industry need for consistent standardized components Formalised quality assurance owes its conception to the defence industry’s need for consistent and standardized electrical components. Throughout the 1950s and 1960s, in order to supply the Ministry of Defence, or MoD, in the United Kingdom, a company had to write up the procedures for making its product, then have those procedures inspected by the MoD and finally ensure that its workers followed the procedures as published . During that period, the concept of quality assurance spread beyond the domain of the military and in 1966, for example, the UK Government conducted the first national campaign for quality and reliability under the slogan “Quality is everyone’s business.” However, by this time, suppliers were being audited and assessed by any number of their customers, and it was widely recognised that such duplication of effort involved a chronic waste of time and money. Short History of IECEE IECQ History Genesis UK Government Suppliers’ methods should be assessed against generic standards 1966 BSI BS 9000 Progress was made in the United Kingdom, during the 1960s, when a UK Government committee report recommended that suppliers’ methods should be assessed against a generic standard of quality assurance. In 1966, BSI, the British Standards Institute, published the first UK standard for quality assurance, BS 9000, developed specifically for the electronics industry. Incidentally, after a few iterations, BS 9000 eventually became ISO 9000, which was first published in 1987. (BS 9000 ISO 9000 in 1987) IEC e-Learning module M /11

Short History of IECEE IECQ History Precursor 1970 CECC Europe CECC Mark of Conformity Harmonized quality assessment system Electronic components Facilitate trade In 1970, the European Committee for Electrotechnical Standards, CENELEC, founded the CENELEC Electronic Components Committee, or CECC. CECC was created to develop a harmonized quality assessment system for electronic components, with the objective of facilitating trade through harmonization of the specifications and quality assessment procedures for such components. CECC established a Mark of Conformity for recognition of approved products. IEC e-Learning module M /11

Short History of IECEE IECQ History Initial Driver CECC too regional 1974 IECQ established 1982 IECQ operational In the 1970s, the CECC was perceived as a regional quality assessment system, and the need was expressed for an equivalent international framework. From 1971 to 1974, discussions were held concerning the need for a global conformity assessment service modelled on the CECC. In 1974 the IECQ was established, but it took another eight years of discussions and negotiations among sector stakeholders, and the development of Basic Rules, Rules of Procedure and Operational Documents, before the IECQ began functioning in 1982. Short History of IECEE IECQ History Merger & Reorganisation 1993 – 2003 merger discussions 2003 merger IECQ-CECC formed 2005 renamed Discussions to merge the CECC and IECQ began in 1993 and were finalized in 2003, with the formation of IECQ-CECC. The full absorption of the CECC into the IECQ was completed in 2005, when the name was changed from IECQ-CECC to simply IECQ. In the same year a full revision and restructuring of scheme management documents was undertaken, so as to better align the scheme with the other IEC CA Systems. Short History of IECEE IECQ History Timeline IECQ established Management documentation review and restructuration CECC created Simplified to IECQ IECQ operational 1970 1974 1982 2005 2011 1966 1971 1974 1993 2003 Publication of the British standard BS 9000 in 1966 paved the way for consistent and standardized assessment of the quality systems of electronic component suppliers. In 1970 the CENELEC Electronic Components Committee, or CECC, was created to assess electronic component suppliers in Europe. From 1971 to 1974 discussions were held to create an international version of the CECC, resulting in the establishment of the IECQ in 1974. After 8 years of further discussions, negotiations and creation of management documents, the IECQ became operational in 1982. From 1993 to 2003 discussions were held to merge CECC with IECQ. In 2003 the merger took place, forming IECQ-CECC. In 2005 the name of the committee was simplified to IECQ, and a review and restructuring of the management documents was undertaken, a process completed in 2011. IECQ AP scheme X IECQ AC scheme X X IECQ AQP scheme X X IECQ LED scheme X X The IECQ provides a wide range of certification services in different sectors, but all are based on two fundamental schemes: the IECQ Approved Process scheme, or IECQ AP scheme, and the IECQ Approved Component scheme, or IECQ AC scheme. The other services provided essentially involve application of these two base schemes, either alone or in combination, to address specific sectorial needs. At the time this e-learning unit was created, the other IECQ CA schemes included the Automotive Qualification Programme, or IECQ AQP, the IECQ scheme for LED Lighting, or IECQ LED; the IECQ Avionic & Defence High Performance scheme, or IECQ ADHP; the IECQ Counterfeit Avoidance Programme, or IECQ CAP; and the IECQ Hazardous Substances Process Management scheme, or IECQ HSPM.
