A NUMBER OF INITIATIVES HAVE BEEN TAKEN IN THE LAST TWO YEARS TO ATTRACT COAL TRAFFIC TO RAIL:- TARIFF RELATED MEASURES. “EASE OF DOING BUSINESS” MEASURES. MEASURES TO FACILITATE ‘LESS THAN TRAIN LOAD’ CONSIGNMENT. CAPACITY ENHANCEMENTS MEASURES.

Port congestion surcharge removed to reduce freight for coal loaded from ports-April 2016 Logistics Plan for imported coal shelved- all restrictions on movement of coal by rail from Eastern ports removed-June 2016 Short lead freight concessions-July 2016

“EASE OF DOING BUSINESS” MEASURES
Powers to sanction movement of coal under priority ‘D’ delegated to the Zonal Railways. – July 2015 Permitted raw coal movement from washery sidings under priority C– Permitted co-users to move raw and washed coal from washery sidings – Imported coal programmes under trade category even in cases where the consignor and consignee are same - June 2016 Last date of submission of programmes for imported coal on trade account extended upto two working days prior to closure of month concerned – Permitted fresh sanctions against lapsed sanctions for movement of coal under Priority D – July 2016

“EASE OF DOING BUSINESS” MEASURES
Permitted one time relaxation for programme submission against old Deliver Orders (DOs) pertaining to April-14 to May-17 –Sep 2017 Time limit for submitting the programme increased to 90 days beyond validity period of the DO (against existing limit of 60 days) - Sep 2017 Facility of cancelling and replacing indents under Priority D provided in the Priority ‘D’ online module. - Sep 2017 Discontinuation of various excise returns like ER-1 - Sep 2017

Movement of coal with multiple consignee is accepted – June 2016 Multi DO holders allowed to transport coal by rail to multiple consignee from point to point basis– Sep 2017

Tender of major bridge discharged due to poor progress and new tender for 10 major bridges awarded.

Jharsuguda-Barpalli-Sardega Railway Line (53 kms) in Ib Valley, Odisha
Alignment –53 kms Cost - Rs.1007 Cr. (Phase 1) PPP/JV/Rlys/Deposit – Deposit work of Mahanadi Coalfields Ltd (MCL).Executed by CAO(cont.)SER Expected Coal Output – 35 MT(Phase 1)/ 60 MT(Phase 2 ) annually from Ib valley fields Overall Physical progress – 86% Major issues: MCL to acquire land for Barpalli bulb and hand it over to Railways for construction of loading lines. For Barpalli Bulb total Acres land is to be acquired. TDC - Jharsuguda-Barpalli (42 km) line has been commissioned on 26th June Target for commissioning upto Sardega - Dec-2017 Tender status : 1. Contract for Bridges and formations are in position. 2. Tenders for P- Way and station buildings have been awarded.

Bhupdevpur/Kharsia-Korichapar/Dharamjaigarh (64 km/104 km) in Mand-Raigarh coalfield, Chhattisgarh
East Rail Corridor Phase I: Kharsia to Dharamjaigarh and spur from Ghargoda to Donga Mahua. Alignment – 132 kms Cost – Rs Cr.
