1 NOISE RISK ASSESSMENT Kagisho Motseme
MOSH Adoption Team Manager: Noise South KZN RTF 10 May 2018 NOISE RISK ASSESSMENT

2 Noise Exposure – Trends of Labour at Risk

3 Exposures of Noise Trends

4 Noise Exposure per Commodity - 2016

5 Occupational Diseases Reported from HIR

6 CONCERNING…..

7 Contents IBMQI Overview Screening of Equipment Target Setting
Conclusion Noise Risk Assessment 20 November 2018

8 IBMQI Overview Noise Risk Assessment 20 November 2018

9 IBMQI Overview Purpose Manage Noise at Source - “Critical Control”
To provide the Mining Industry Leaders with a consolidated industry-wide strategy for an Industry-wide Buy and Maintain Quiet Initiative (IBMQI) as well as a practical path-forward to execute the strategy Manage Noise at Source - “Critical Control” Noise is an Engineering problem Noise source measurements, after-effect analysis etc. – Occupational Health domain Its cheaper to manage source What is it? A standing decision from mining companies to procure equipment and maintain existing equipment that comply with specific noise emission requirements NOISE Adoption Team 20 November 2018

10 IBMQI Sub-working Groups
Measurements and Standards Noise Measurement Methodology Guideline Compiling a noise source inventory Independent certification and verification guidelines (both for new and old machines) Research Consolidation Review previous and current research and inform future research Interview the technology experts IBMQI Industry-wide Buy and Maintain Quiet Initiative 3 Sub Working Groups Procurement Prioritization of critical equipment; and Review critical equipment and identify the noise reduction-target setting NOISE Adoption Team 20 November 2018

11 Noise Reduction Process
Screening process should now highlight ‘Critical Equipment’ Discussions can now be held between Engineer / Health Practitioner / Commodity Expert and the OEM - RND Identifying an improvement programme for respective equipment Target setting and a staircase to develop and/or improve product Testing and Certification of new developments Measure Noise – RA Identify High Noise Emission Machinery Apply Screening Process measure identify prioritize action review List Critical Machines Certification of new design Identify Development Areas per Machine Test New Developments Staircase of OEM Development Set Industry Target for Improvement NOISE Adoption Team 20 November 2018

12 Screening of Equipment
NOISE Adoption Team 20 November 2018

13 Prioritisation of Critical Machines
Factors to Consider Noise Levels (2024 Milestone) Other noise factors Number of persons exposed Number of machines at work environment Duration of exposure Confined space Machine vibration Wear parameters Previous improvement ideas Effective hearing protection Frequency of noise NOISE Adoption Team 20 November 2018

17 Equipment Noise Screening Outcomes
Risk Ranking of Equipment Screened Risk Ranking NOISE Adoption Team 20 November 2018

18 Target Setting NOISE Adoption Team 20 November 2018

19 Development Targets Example 2 - Rock Drill
Rock drill noise emissions is a function of the technology, complicated by work environment, and very difficult to influence - Set Targets Accordingly Approach can be on a SPECIF HPD for Operators or remotely operated RD

20 Conclusions We can measure NOISE consistently across the mining industry – Understanding the Risk Value of the Screening Tool: Lead us to an industry (commodity) specific requirement (Best Achievable Requirement) Risk based approach Identification and information on our problematic equipment Avoid ‘Blanket’ approach on noise management initiatives - Prioritization Unlock “cheap” Innovation Assist in maintenance plans – prioritization of critical Noise equipment NOISE Adoption Team 20 November 2018
